22 Nov 2011 (The Government of Guam-Chamorro) The Governor of Guam, Eddie Calvo, has declared Friday, November 25, 2011, the day after the upcoming Thanksgiving, as a GovGuam public sector holiday.
17 Dec 2008 (Pacific Daily News-Chamorro) Guam's Governor, Felix Camacho, has announced that Friday, December 26, 2008, the day after Christmas, will be a government of Guam holiday (aka. GovGuam Holiday).

20 Dec 2007 (KUAM News) Governor Felix Camacho signed Executive Order 2007-21 declaring Monday, December 24, 2007, a one-off bridge public holiday for the Government of Guam. Many private sector businesses are expected to follow the government.
04 Dec 2007 (Marianas Variety) Next Friday, December 7, Guam government employees will have the day off in observance of the Feast of the Immaculate Conception Our Lady of Camarin Day, or Santa Marian Kamalen, the patron saint of Guam and the Northern Marianas, whose celebration will occur on Saturday December 8.
03 Jan 2005 (30th Guam Legislature) The house bill "An Act To Amend §1000 Of Chapter 10 Of Title 1, Guam Code Annotated, Relative To Following The Practice Of The Federal Government For Federal Holidays Falling On Saturdays And Sundays" was signed into law by the Governor of Guam, late last week.
22 Dec 2004 (30th Guam Legislature) The Guam Legislature has passed Public Law 27-153 which amends §1000 Of Chapter 10 Of Title 1, Guam Code Annotated, and purports to put and end to the public sector practice of taking the day off the day before or after a public holiday that falls on a weekend.

Governing Law: The official public holidays in Guam are regulated by articles 1000, 1011, and 1025 of the Guam Labor Code of 2000.
GovGuam Holidays: Basing itself on Public Law 27-153, the government of Guam, up to and including 2008, continues to follow the practice of giving civil servants a day in lieu (called GovGuam Holiday) for any public holiday that occurs on a weekend. This despite the passage of laws in 2002 and 2004, which specifically were meant to stop this practice.
Presidents' Day is listed in many sources as a public holiday in Guam, but in fact it is not even a GovGuam holiday, let alone a general public holiday.
Labor Day (in September) is not listed in the official laws that enumerate the official public holidays of Guam, but it is nonetheless observe as such.
The private sector and banks do not follow the practice of giving a day in lieu for public holiday that fall on a weekend. It used to be the case, according to former Government Code § 201, but this was repealed by P.L. 26-
157:7 as a cost-cutting measure.
Elections held in November every two or four years are subject to being declared a public holiday by the Governor of Guam.
Bank Holidays: as banks in Guam are almost all US banks, usually based in Hawai, they will usually close on the dates of most US public holidays. For example, Martin Luther King's Birthday is not a public holiday in Guam, but all the banks we surveyed close on this day. The same is generally true of most other US public holidays.
Santa Marian Kamalen: On Dec 2, 2002, a cost saving measure for the Government of Guam was enacted Public Law 26-157 which trims the number of govt of Guam holidays from 16 to 10. Eliminated were Rev. Martin Luther King Jr.'s birthday, Presidents Day, Discovery Day, Good Friday and The Feast of the Immaculate Conception Our Lady of Camarin Day as holidays in Guam. In face of pressure from constituents, including legislator's mothers and family and an impending typhoon "Ponsonga", lawmakers on Dec 3, 2002 voted to recall Unpingco's bill from the session voting file and changed the name of the holiday "Remembrance Day" back to Our Lady of Camarin Day. On Dec 8 2002, on the Lady of Camarin anniversary, one of the most devastating typhoon Ponsonga [a Korean word for a little flower] landed on Guam . |
