Governing Law: Official public holidays in Paraguay are regulated by the Ley 8/90 del 6 de junio de 1990 por la cual se determinan los feriados de la República, además de los domingos which re-grouped into a single text of law all previous holidays bills such as Ley 69 de fecha 20 de abril de 1914, incluye como feriado nacional el dia 12 de Octubre, fecha del descubrimiento de America and by the law 1601 of 2000. Note that many online sources for these laws have incorrect dates for both Independence Day and Asunción Foundation Day.
Mid-Week Public Holidays: The laws of 1990 and 2000 were later amended by Law 1723 of 2001, which gave discretionary powers to the executive branch to move annual public holidays that fall mid-week, to the nearest Monday, except for some patriotic and religious public holidays. However, this discretionary power is not systematically used. In fact, former president, González Macchi, tried to do it one year for the June 12 and August 15 holidays, and had to rescind his decree, hours after issuing them, due to vociferous protests (the usual "moving religious dates is atheism, and moving historical dates is un-patriotic" criticism).
Battle of Boquerón Day (September 29): This public holiday was gazetted for a "trial" period of 5 years by law 715/95 and then made into an annual law, five years later by law 1601/2000.
Mid-Week Public Holidays: Article 1 of the law 1.723/01 authorizes the Executive Branch to move most public holidays to the following Monday, except 4.
New Year's Eve: The end-of-the-year bank holiday covers banks and all financial institutions, and is governed by Executive Decree Nº 9131 of December 23, 1949, which specifies that "declárase feriado bancario el último día hábil del mes de diciembre de cada año" (ie. the holiday occurs on the last working day of the year). |
