The list of public holidays may not be altered by collective agreement or individual contract of employment (Article 21). • A distinction is made between the twelve mandatory and the two discretionary public holidays: the latter may each be replaced by any other day by agreement between employer and employees. • Weekend Public Holidays: Public holidays that occur on a weekend remain on that date (ie. they are not moved to another date, such as the following Monday, for example). • Regional Holidays: Towns, cities, and regions may have additional public holidays . • In particular, Saint Anthony's Day is observed in Lisbon only.
