Eduardo Carmigniani, chairman of the Banking Board of Ecuador, announced late last night that the central government and the Banking Board had decreed today, Monday, March 8, 1999, a one-off bank holiday to "avert a collapse" of the national financial system.
The country's financial institutions will work but will not open to the public.
