Philippines Declares October 31 Public Sector Holiday

Executive Secretary, Alberto G. Romulo, by order of President Gloria Macapagal-Arroyo, issued Proclamation 374, declaring Friday, October 31, 2003 as a special non-working public sector holiday throughout the country.

This one-off public holiday is to apply to all officials and employees of the government, its agencies and instrumentalities, including government owned or controlled corporations.

This was done to give workers an uninterrupted three-day weekend on the occasion of the All Souls Day and All Saints Day, to give full opportunity to our people to properly observe the day with all its religious fervor, which invariably requires them to travel to and from different regions of the country.

Similar proclamations were issued in 2001 (10-Oct-2001) and 2002 (18-Oct-2002).
