On April 2, Philippines' President, Gloria Macapagal Arroyo, has signed Proclamation No. 354 declaring April 19, 2003, the day between Good Friday and Easter Sunday, as a special non-working public holiday throughout the country.
According to Department of Labor and Employment (DOLE) Assistant Secretary and OIC for Internal Affairs, Francisco Cruz, Proclamation No. 354 also allowed the public sector, under certain conditions, not to report for work on Wednesday, April 16, 2003, the day before Maundy Thursday.
The Proclamation also confirmed that Maundy Thursday, which falls on April 17, and Good Friday, which falls on April 18, 2003, are both regular public holidays.
Recall that, last year (13-Mar-2002), the President and the Cabinet, had reached a consensus to declare Holy Wednesday (March 27, 2002) as a special public sector holiday for government employees.
