Executive Secretary, Alberto G. Romulo, by order of President Gloria Macapagal-Arroyo, issued Proclamation 583, declaring Wednesday, April 7, 2004, as a regular public holiday throughout the country, in lieu of Friday, April 9, 2004 (Araw ng Kagitingan) which, this year, coincides with Good Friday.
In addition, Saturday, April 10, 2004 shall be a special non-working public holiday throughout the country.
Interestingly, Proclamation 583 specifies that all activities and celebrations for the historical milestone in observance of "Araw ng Kagitingan" shall be observed on April 7, 2004, the day in lieu date, instead of the historical date as is the custom when moving such holidays (see, for example, 09-Apr-2002 and 19-Nov-2003).
