Executive Secretary, Alberto G. Romulo, by order of President Gloria Macapagal-Arroyo, has issued Proclamation 628, declaring Monday, May 10, 2004, as a special non-working public holiday, on the occasion of the national and local elections to be held on that date.
The proclamation specifies that this was done "to give the people the fullest opportunity to participate in the said elections".
