Antigua and Barbuda's Governor-General, James B. Carlisle, has signed into law, the "Public, Holidays (Amendment) Act, 2005" (Law No. 8 of 2005, An Act to amend the Public Holidays Act Cap. 345).
The main purpose of the "Public, Holidays (Amendment) Act, 2005" seems to have been to make explicit the full schedule of public holidays for Antigua and Barbuda, as previous public holidays amendments bills of 2000 (28-Dec-2000), 2003 (01-Oct-2003), and 2004 (04-Mar-2004), has only listed incremental differences, referring to an evermore out of date "Schedule to the Public Holidays Act Cap. 354".
As such, the Public, Holidays (Amendment) Act, 2005 clarifies the status of the day after the first Monday of August, which had been declared a public holiday in 2000 (28-Dec-2000), but whose status had been left undefined following the erroneous wording of the 2004 public holidays amendment (04-Mar-2004). The new schedule now lists both the First Monday in August, and the Tuesday following the First Monday in August, under the name "Carnival Holiday".
The Public, Holidays (Amendment) Act, 2005 also changes the name of the December 9th, "Sir Vere Cornwall Bird (Snr.) Day", public holiday, created in 2004 by the then ruling Antigua Labour Party (04-Mar-2004) to "National Heroes' Day".
Finally, the provision of the 2003 public holidays amendment relating to the January 1st public holiday (01-Oct-2003) are repealed and, henceforth, only when the first day of January falls on a Sunday will the following Monday be a public holiday.
The provision of the 2003 amendments relating to November 1st, however, remain unchanged. When the first day of November falls on a Saturday or a Sunday, then the following Monday is to be a public holiday.
