The Majilis (Kazakhstan's lower house of parliament) has approved a bill creating 2 new public holidays, both religious. Starting in 2006, Orthodox Christmas and Kurban Ait (the Feast of Sacrifice) will be official public holidays in Kazakhstan.
The legislative amendments were introduced into the Labor Code, and not the Constitutional Law on Public Holidays, as Kazakhstan is a staunchly secular state, as witnessed by the fact that it took 3 years for this law to pass, following its initial presentation to Kazakhstan's lower house of parliament (06-Jan-2003).
The previous substantial amendment to the "Law on Holidays in the Republic of Kazakhstan" was in 2001 and introduced the principle of declaring a day in lieu public holiday on the Monday that follows a fixed-date public holiday falling on a weekend (14-Dec-2001).
