Although abolished since 1976 in Argentina, the movement to re-instate Carnival (February 19 and 20, this year) has grown to the point where many municipalities and states will now be observing it in some way or another (usually, at the very least, by giving civil servants the 2 days off).
In particular, the 2 days of Carnival were restored in 2004 as public holidays for civil servants in Argentina's Capital Territory, Buenos Aires, and as optional holidays for the private sector (21-May-2004).
Therefore, to be safe, we would recommend that any business traveler consider these 2 days to be, de facto, public holidays in Argentina, this year.
