Dr Waheeb Al Nasser, a physics professor at the University of Bahrain, issued a statement that he expected Libya to be the first to observe the beginning of Ramadan, on September 12, 2007. Note that the first day of the month Ramadan is not a public holiday in Libya, nor is it in many other Muslim countries.
