According to the Urepanz, the Civil Servants Union of the State of Anzoátegui (Unión Regional de Empleados Públicos del estado Anzoátegui), the State Governor, Tarek William Saab, decreed the upcoming Monday and Tuesday of Carnival (February 19-20) as días no laborables.
This means that these 2 days would be public holidays for civil servants, but only optional for the private sector.
