To encourage a high turnout in next Wednesday's municipal elections, the government has declared Wednesday, November 19, 2008, as a one-off public holiday.
This was done in the hopes of an improvement on the turnout in the 2003 local elections, when only 22 per cent of Maputo's registered electorate voted.
