An omnibus bill (the Voting Opportunity and Technology Enhancement Rights Act of 2009) tabled by Representative John Conyers Jr. and 5 co-sponsors would make Election Day a legal public holiday (as described in section 6103 of title 5, United States Code), every even-numbered year, beginning in 2010.
The aforementioned bill would also require a study of the impact this has on voter turnout.
Proposals to make election day a public holiday in the USA, come back to the fore regularly (02-Jun-2007 and 11-Nov-2007) and is actually a public holiday in a few states (07-Nov-2006).
