Late last night (Monday morning in Europe) the government of Venezuela announced that Monday, February 2, 2009, would be a one-off public holiday (día no laborable) to commemorate the 10th anniversary of Hugo Chavez's accession to power.
The Venezuelan bankers' association (Consejo Bancario Nacional) almost immediately released a communique announcing that it would obey the Presidential decree and that for all intents and purposes February 2, 2009, would be treated as a regular public holiday (los bancos y demás instituciones financieras del país prestarán únicamente los servicios que normalmente se atienden los feriados bancarios).
The private sector, for its part, is divided as to wether to follow the decree or not. Those tempted to disobey argue that, as of Sunday night,, the decree had not been published in the Gaceta Oficial, which is a prerequisite to any public holiday being observed in Venezuela.
