Afghanistan's President, Hamed Karzai, has issued a decree making Monday, September 9, 2002, the day of martyrs and an official public holiday.

From the wording of the decree, it would seem that this is to be a one-off public holiday, to commemorate the anniversary of the murder of Comander Masoud.
