Kuwait's Minister of State for Cabinet Affairs, Roudhan Al-Roudhan, announced that the Cabinet would declare Thursday, September 24, 2009, an official public holiday, if the upcoming Eid Al-Fitr fell on Monday, September 21.
This is a puzzling announcement.
The moving of some of Kuwait's public holidays to adjoin the nearest Kuwaiti weekend, was re-confirmed in 2008 (2008-03-26), following an imbroglio related to the expected date for the Western New Year public holiday, earlier that year (2007-12-26).
However the Eid al-Fitr and Eid al-Adha public holidays are not part of the list of Kuwaiti public holidays that are moved to adjoin the nearest Kuwaiti weekend, as is the case, for example, for the public holiday for the Prophet's Ascension to Heaven (2009-07-09, 2008-07-09 and 2007-08-04).
One possibility is that the aforementioned announcement is a partial concession to the recent passage, by the Legal and Legislative Committee of Kuwait's National Assembly, of a proposal to declare the last 10 days of the month of Ramadan as public holidays (2009-09-02).
This could also be a day in lieu for the Ramadan 30, Government Recess Holiday, declared last year for years when the month of Ramadan has 30 days (2008-03-26), which is not expected to be the case this year.
