Paraguay's President, Fernando Lugo, has finally signed into law the Ley 4531 which declares May 14 as a new additional annual non-working public holiday to commemorate the beginning of Paraguay's independence.
Note that, concerning the 2011 public holidays, after many tribulations (2011-03-11, 2011-04-13, 2011-04-29, and 2011-05-05), the Government of Paraguay had passed the law 4316 which declared May 14 and 16, 2011, as additional one-off public holidays to commemorate the Bicentennial of Paraguay's independence.
Independently there had been a parallel legislative push to change the date of the May 15, Independence Day, public holiday to May 14th, annually (2011-01-12 and 2010-12-21).
