Brazilian 2013 Carnival Public Holidays Clarification

The Federal Government of Brazil, through its Ministério do Planejamento Orçamento e Gestão, has issued a communique confirming that the 2 days of Carnival, as well as Ash Wednesday, are not non-working public holidays in Brazil, being, instead "pontos facultativos".
This list, contained in a Portaria published yesterday in the Diário Oficial da União confirms the dates of non-working public holidays in Brazil 2013 as announced last month (2013-01-04) by the Ministério do Planejamento Orçamento e Gestão and states that "Os dias 11, 12 e 13 de fevereiro (respectivamente, segunda, terça e quarta-feira), que correspondem ao período de Carnaval, não são considerados feriado para o trabalho".
