The Government of Taiwan has announced that due to the arrival of typhoon Matmo, a one-off non-working public holiday was declared in Taiwan and that all businesses will be closed on tomorrow, on Wednesday, July 23, 2014.

Recall that 2 years ago (2012-07-29), Taiwan's Personnel Administration Minister, Frank Huang, has announced that Taiwan's Directorate-General of Personnel Administration was considering mandating local governments to convert a normally non-working public holiday into a working day each time a one-off typhoon public holiday is declared. According to the brief accompanying that announcement, in recent years (2009-08-07 and 2007-09-18), there had been an average of 3.6 working days per year declared a day off because of typhoons.
