Rwanda 2015 Public Holidays Amendments Gazetted

The Government of Rwanda has gazetted the "Presidential Order N°42/03 Of 30/06/2015 Determining Official Holidays" ("Iteka Rya Perezida N°42/03 Ryo Ku Wa 30/06/2015 Rishyiraho Iminsi Y‟ibiruhuko Rusange") which legislates the list of Rwandan non-working public holidays, their date, and how many days each one lasts, as well as the more recently added annual non-working public holidays in Rwanda.

The aforementioned decree "Presidential Order N°42/03 Of 30/06/2015 Determining Official Holidays" (Official Gazette no Special bis of 30/06/2015), heralded a few weeks ago (2015-05-18), abrogates the "Arrete Presidentiel N°06/01 Du 16/02/2011 Déterminant Les Jours Fériés Officiels" (2011-03-07), which had regulated Rwandan non-working public holidays, ever since it abrogated and replaced the decree which had hitherto regulated Rwandan non-working public holidays, the "Arrêté Présidentiel n° 101/01 du 25/12/2003 déterminant les jours fériés" (2003-12-29), itself a replacement of the "Loi No. 51/2001 Du 30 Decembre 2001 Portant Code Du Travail, 2001" which, had in its time (2001-12-31), replaced the "Arrêté présidentiel no 07/01 du 6 mars 1996 déterminant les jours fériés" (1996-03-07).

As was the case in the "Arrete Presidentiel N°06/01 Du 16/02/2011 Déterminant Les Jours Fériés Officiels", today's Presidential Order specifies, in its Articles 13 and 14, that the date of the annual Eid el-Fitr (End of Ramadan), and now Eid el-Adha (Feast of Sacrifice), non-working public holidays in Rwanda will be set by the Moslems' Association of Rwanda ("Itariki itangazwa buri mwaka na Rwanda Moslems' Association").

Finally, the "Presidential Order N°42/03 Of 30/06/2015 Determining Official Holidays" spells-out clearly and unambiguously what happens when each public holiday of Rwanda occurs on a weekend or on the date of another non-working public holiday of Rwanda ("Impurirane y?iminsi y?ikiruhuko n?iminsi y?impera y?icyumweru").
