Mozambique 2019 Year-End Public Holiday

Mozambique's Minister of Labour (Ministra do Trabalho, Emprego e Segurança Social - MITESS) has announced that Tuesday, December 31, 2019, would be a half-day non-working public sector holiday in Mozambique.

As per the aforementioned announcement ("A Ministra do Trabalho, Emprego e Segurança Social (MITESS), concede tolerância de ponto para amanhã, dia 31 de Dezembro de 2019, a partir das 12:00 horas, a todos trabalhadores e funcionários públicos do país... para permitir que os funcionários preparem condignamente a festa da passagem do ano"), and as per custom (2016-12-19, 2015-12-30, 2014-12-22, 2013-12-21 and 2012-12-21), the upcoming one-off non-working public holiday in Mozambique "does not extend to workers whose nature of work does not allow for interruption and where a disruption would negatively affect the public interest".

The declaration of one-off non-working public holidays is a relatively common feature of Mozambique's official public holidays calendar (2019-10-01, 2019-09-03, 2019-08-09, 2019-08-07, 2019-04-18, 2018-10-09, 2018-06-14, 2015-01-14, 2013-12-21, 2013-08-01, 2012-12-21, 2011-12-05, 2011-10-16, 2010-12-29, 2010-12-23,...), in particular as Mozambique's Labour Code gives the Minister of Labour the authority to declare one-off public holidays in Mozambique, and in fact mandates them for Mozambique public holidays falling on a Sunday ("segundo a Lei do Trabalho, sempre que a data coincide com domingo, a suspensão das actividades laborais passa para o dia seguinte").
