Romanian Public Holidays Amendments Signed Into Law

Romania's President, Klaus Iohannis, has signed into law, the public holidays amendments ("Law no. 156/2019 for the completion of art. 139 of Law no. 53/2003 regarding the Labor Code") which will force the Romanian government to announce by January 15th, at the latest, any and all one-off public holidays it intends to declare for the year.
The impetus for the aforementioned amendments to the Romanian public holidays legislation came after a year of multiple last-minute declaration of one-off public holidays in Romania (2018-12-18, 2018-08-02, 2018-04-12, 2018-03-12, 2018-02-28 and 2018-02-25), with the amendments being approved by the Romanian Senate last spring (2019-03-16), and then by a vote of 269 to 1, by the Romanian Chamber of Deputies, last month (2019-06-26).
The amendment states that "Until the 15th of January of each year, by the Government decision, for the staff in the budgetary system, the working days for which are granted days off, days preceding and / or following the legal holidays in which no work is done , as well as the days when the hours worked are not recovered".
