Honduras Morazánica Public Holidays December 24, 30 and 31

Honduras' Secretary of State, Héctor Leonel Ayala Alvarenga, has signed the Decreto Ejecutivo Número PCM-135-2020 declaring public sector holidays for Honduras' public sector, on December 24, 30 and 30, 2020, as compensation for the canceled Semana Morazánica public holidays of October 2020, and encouraging the private sector to observe public holidays on December 24, 30 and 30, 2020 ("Conceder los feriados correspondientes a las festividades cívicas de los días 3, 12 y 21 octubre, trasladándolos para el día jueves 24, miércoles 30 y jueves 31 de diciembre de 2020").

Late last month (2020-11-21), the National Association of Public Employees of Honduras (ANDEPH), had suggested that the postponed 2020 Morazánica public holidays be observed on December 24, 30 and 31, 2020 ("En esos días baja el nivel de productividad y el trabajo donde aumenta es en los comercios y de esa manera no se estaría deduciendo a cuenta de vacaciones esos días entonces se pueden utilizar esos tres días que han quedado como remanentes del Feriado Morazánico").

Historically, Honduras observed 3 annual public holidays on October 3, 12 and 21. Due to their proximity in the calendar, these 3 annual October public holidays were often tinkered with (2013-10-03, 2013-09-24, 2012-10-06, 2012-10-01, 2011-09-30, 2003-04-09, 2008-10-25, 2007-10-03, 2006-10-02, and 2005-09-30), and in 2014, the Decreto Legislativo No. 75-2014 del 29 de septiembre (2014-10-27, 2014-10-02, 2014-09-10 and 2014-09-05), put an end to the annual uncertainty by moving all 3 of Honduras' annual October non-working public holidays to the last week of October. A year later, these united October public holidays, named the Morazánica Week, were moved from the last week of October to the beginning of October (2015-08-14, 2015-08-05, 2015-12-12 and 2015-07-01).

Due to the current Covid-19 pandemic, the 2020 Semana Morazánica public holidays were moved from their usual date in October to the first week of November 2020, as per the Decreto No.126-2020 (2020-09-17, 2020-09-12 and 2020-09-10), and then moved to the following week, November 11-14, 2020, due to the arrival of tropical storm Eta in Honduras (2020-11-02), before the National Congress of Honduras decided (2020-11-04) to leave it up the the executive branch to specify the new public holidays dates, at a later time ("Las fechas posteriores de la “Semana Morazánica” los determinará el Poder Ejecutivo en Consejo de Ministros").
