Paraguay 2021 Public Holidays Extension Still Uncertain

Paraguay's legal advisor to the Presidency, Hernán Hutteman, has announced that the list of 2021 public holidays in Paraguay affords only one possibility of moving a 2021 public holiday from mid-week to adjoin a nearby weekend, namely the Battle of Boquerón on September 29, but that this decision will come later, based on the Covid-19 situation.
As per the aforementioned statement, "The one of September 29 is the only holiday that can be moved this year and it will depend on the epidemiological situation, because although the idea of moving the holiday to Monday has to do with economic dynamics and promoting tourism, in the 2020 holidays were kept in their day due to the pandemic".
That hypothetical move of the 2021 Battle of Boquerón public holiday to a nearby weekend, would be done under the provisions of law Ley 1723 del 29 de junio de 2001 which gives the president of Paraguay the authority to move any, or all, mid-week public holidays to a nearby Monday (except New Year, Independence Day, día de La Virgen de Caacupé, and Maundy Thursday and Good Friday).
Despite its passage, almost 20 years ago (2001-06-29), and regular calls for the executive to avail itself of its prerogative (2010-09-23 and 2008-07-26), the provisions of the Ley 1723 del 29 de junio de 2001 had rarely been used before 2012 (2012-07-24).
However, a year later (2020-09-10), President Mario Abdo Benítez signed the Decreto número 4040 which reversed the remaining terms of the Decreto número 2757 and maintained the 2020 Paz del Chaco and Victoria de Boquerón public holiday of Paraguay on its set date of September 29, 2020, rather than moving it to a adjoin a nearby weekend.
