Every tag formatting string begins with a first line containing the header.

The first term <v13.00> corresponds to the QuarkXPress version number currently used (where 13 corresponds to QuarkXPress 2017). The second term <e9> corresponds to the language version and is usually left as "e9" (UTF8 Unicode).
