    Source: Tonga Ministry of Information and Communications (Nuku'alofa). Tonga's Prime Minister's Office has issued a communiqué confirming that the upcoming annual June 4th Tongan public holiday for Emancipation Day (Aho Tau'ataina), would be observed on Monday, June 3, 2024, as per the Public Holidays (Amendment) Act 2010 (Act No. 10 of 2010), which specifies that "When any public holiday falls upon a Tuesday or Wednesday, the public holiday will be observed on the Monday before the actual day", and is in line with Tonga's Ministry of Information and Communications communiqué announcing the official list of non-working public holidays in Tonga for the calendar year 2024, last October.

Earlier this morning, the Government of India's state of Manipur declared Thursday and Friday, May 30 and 31, 2024, as public holidays due to severe flooding caused by Cyclone Remal. As per the order issued by the Deputy Secretary (GAD) of the government of Manipur, Angon Heera Singh, the aforementioned public holidays apply to all government offices, including Public Sector Undertakings, Corporations, and Autonomous Bodies/Societies under the jurisdiction of the Government of Manipur, as well as to all banks, financial institutions, and LIC offices in the state. Today's declaration of May 30-31, 2024, as public holidays further amends the list of 2024 public holidays in Manipur as published in last December's vide notification No.LIB-101/1/2022-GAD-GAD.

The Office of the President of the Philippines at Malacañang Palace has released Proclamation 555, signed by Executive Secretary, Lucas Bersamin, declaring a non-working public holiday in Pampanga to commemorate the 33rd anniversary of the Mount Pinatubo eruption and the resilience of Kapampangans. As per Proclamation 555, "It is but fitting and proper that the people in the Province of Pampanga be given the full opportunity to participate in the occasion". Recall that, last February, Presidential Executive Secretary, Lucas Bersamin, had issued the Memorandum Order (MO) 20, requiring a 30-day delay between the request to declare a regional public holiday and the date of said holiday, in reaction to a spate of regional and municipal public holidays declared at the last minute.

Bolivia's Ministry of Labour has issued a communiqué announcing that the upcoming Corpus Christi public holiday, on May 30, 2024, would be a non-working public holiday for both the private and public sectors. As per the communique issued by the General Director of Labor, Yecid Mollinedo, "Thursday, May 30, will be a national holiday throughout the country to celebrate Corpus Christi ... in compliance with Supreme Decree 2750 of May 2016, modified by Supreme Decree 5010 of September 2023". In 2009, there had been tentative announcements that the implementation of the then recently approved new constitution (CPE) would probably mean that all the religious public holidays of Bolivia would be replaced by non-religious ones, over the next year or so, but that has not been the case in the subsequent 15 years.

The Venezuelan regulatory body for the banking sector, Sudeban (Superintendencia de Instituciones del Sector Bancario) has announced that Monday, June 3rd, 2024, would be a bank holiday in Venezuela, on account of the upcoming Corpus Christi, and in line with the official list of 2024 public and banking holidays in Venezuela as announced last December by the Sudeban, in conformity with the Ley de Reforma Parcial de la Ley de Instituciones del Sector Bancario.

The Venezuelan regulatory body for the banking sector, Sudeban (Superintendencia de Instituciones del Sector Bancario) has announced that Monday, June 3rd, 2024, would be a bank holiday in Venezuela, on account of the upcoming Corpus Christi, and in line with the official list of 2024 public and banking holidays in Venezuela as announced last December by the Sudeban, in conformity with the Ley de Reforma Parcial de la Ley de Instituciones del Sector Bancario.

  • Iraqi President Signs Public Holidays Bill
    Source: Al Sumaria News (Baghdad). Iraq's President, Abdullatif Rashid, has signed into law the recently voted Law On Official Holidays, which had been sent to him for approval last weekend. One of the salient points of the aforementioned law is that it includes Eid al-Ghadeer as one of Iraq's 11 annual public holidays. Last month, the leader of the Shiite National Movement has called on the Iraqi parliament to declare Eid al-Ghadir an annual official public holiday in Iraq, and this was included in the Draft Law On Official Holidays, which made its way to the Legal Committee at the end of April, before being approved last week. Until now, the Shiite Eid al-Ghadir was a public holiday in Iran only, where it will be observed next on June 25. However, we expect Iraq to observe it on June 24, 2024, instead.

Jordan's Ministry of Labor has clarified that the June 9 public holiday declared yesterday by Jordanian Prime Minister, Bisher Al-Khasawneh, "in all ministries, official departments, public institutions and bodies, state universities, municipalities, joint service councils, and fully government-owned companies", also includes private sector workers. This clarification was not unexpected; as we had remarked in our post announcing the upcoming June 9 public holiday, back in October 2020, the then spokesperson for the Jordanian Ministry of Labour, Mohammad al-Zyoud, had clarified that "all official and religious holidays in Jordan include both public and private sectors" adding that "According to article 59 of the Labour Law, which clarifies the mechanism for making the employer work on his weekly, religious or public holidays, official communications issued for this purpose include private sector institutions without mentioning them in the communications.".

During a session of Kyrgyzstan's parliamentary constitutional committee, the MP Dastanbek Jumabekov questioned the Minister of Labor, Social Protection, and Migration, Baatyrova Gulnara Marishovna, about the new working day status of the April 7 public holiday established in 2016 with the passage of a bill declaring a new annual, April 7, public holiday officially known as the Day of the People's April Revolution, as gazetted in the official state newspaper of Kyrgyzstan Erkin Too (Free Mountains). Recall that, last month, changes to the annual public holidays in Kyrgyzstan were approved by the Cabinet of Ministers, including the abolition of the practice of declaring bridge public holiday compensated by working Saturdays, an annual 7-day period of public holidays in January, an 8-day period of public holidays in May, and the cancellation of 4 annual public holidays dates (whose status changes to holidays but working days).

As per the aforementioned announcement, "Cabinet directs the Ministry of Justice to draft a proclamation as required under Section 1(3) of the Public Holidays Act, 1990 (Act No. 26 of 1990) to be certified by the Attorney-General for consideration and signature of the President in order to coincide with the public announcement of Genocide Remembrance Day on 28 May 2024.". A motion to declare a public holiday for National Genocide Rememberance Day had been tabled by representative Usutuaije Maamberua back in 2016.

The Office of the President of the Philippines at Malacañang Palace has released 3 proclamations, signed by Executive Secretary, Lucas Bersamin, declaring special non-working public holidays in three areas in the Visayas and Mindanao to commemorate of their upcoming founding anniversaries and local festivals. As per Proclamation 550, June 6 was declared a special non-working public holiday in Zamboanga del Norte for the celebration of the 72nd Araw ng Zamboanga del Norte. Proclamation 551 declares June 13 as a special non-working public holiday in Silay City (Negros Occidental), while June 21 was declared a special non-working public holiday in the municipality of Bingawan in Iloilo, to mark its founding anniversary, as per Proclamation 552. As per the aforementioned media release, "In accordance with the provisions of Section 3 (2) of the Public Holidays and Festivals Act, Chapter 19:05, the public is hereby notified that Friday, May 31, 2024, will be recognized as a public holiday in Trinidad and Tobago". The additional public holiday on Friday, May 31, 2024, is due to the 2024 Corpus Christi and Indian Arrival Day public holidays both occurring on Thursday, May 30, 2024. The Public Holidays and Festivals Act states that "where a public holiday falls on a Sunday or where two public holidays fall on the same day, the next following day that (apart from this subsection) is not a public holiday shall be a public holiday".

  • UAE 2025 Public Holidays Announced
    Source: Emirates News Agency (WAM). The UAE Cabinet has issued resolution No. 27 of 2024 containing the list of UAE public holidays for both the private and public sectors during the calendar year 2025. The aforementioned resolution is based on Federal Law No. 11 of 2017, Federal Law No. 33 of 2021, Federal Law No. 49 of 2022, as well as Cabinet Resolution No. 27 of 2019, which enshrined the principle that the number of public holidays enjoyed by the UAE private sector would henceforth be the same as that enjoyed by the UAE public sector. Article 2 of today's resolution states that "with the exception of Eid holidays, any of the official holidays mentioned in article No.1 may be carried over by a Cabinet decision to the beginning or end of the week" which in the past has meant that the public holiday for Islamic New Year and/or the Prophet's Birthday may be moved to adjoin the nearest weekend (Saturday-Sunday in the UAE, since 2022) and which we expect will be the case for both public holidays which we expect to be moved to June 27 and September 5, 2025, respectively. However, article 3 of resolution 27 stipulates that "a public holiday may not be carried forward if it falls on another public holiday or a weekend". For its part, Commemoration Day which was moved from November 30 to December 1, from 2019-2022, is no longer a non-working public holiday since 2023.

The aforementioned resolution is based on Federal Law No. 11 of 2017, Federal Law No. 33 of 2021, Federal Law No. 49 of 2022, as well as Cabinet Resolution No. 27 of 2019, which enshrined the principle that the number of public holidays enjoyed by the UAE private sector would henceforth be the same as that enjoyed by the UAE public sector. Article 2 of today's resolution states that "with the exception of Eid holidays, any of the official holidays mentioned in article No.1 may be carried over by a Cabinet decision to the beginning or end of the week" which in the past has meant that the public holiday for Islamic New Year and/or the Prophet's Birthday may be moved to adjoin the nearest weekend (Saturday-Sunday in the UAE, since 2022) and which we expect will be the case for both public holidays which we expect to be moved to June 27 and September 5, 2025, respectively. However, article 3 of resolution 27 stipulates that "a public holiday may not be carried forward if it falls on another public holiday or a weekend". For its part, Commemoration Day which was moved from November 30 to December 1, from 2019-2022, is no longer a non-working public holiday since 2023.

Jordanian Prime Minister, Bisher Al-Khasawneh, has issued a decree declaring a one-off public holiday on Sunday, June 9, 2024, to celebrate the Silver Jubilee of King Abdullah II’s assumption of constitutional powers. As per the aforementioned decree, work will be suspended on June 9 in all ministries, official departments, public institutions and bodies, state universities, municipalities, joint service councils, and fully government-owned companies. As usual, the above may seem to indicate that June 9 would not be a public holiday for the private sector. However, recall that, back in October 2020, the then spokesperson for the Jordanian Ministry of Labour, Mohammad al-Zyoud, had clarified that "all official and religious holidays in Jordan include both public and private sectors" adding that "According to article 59 of the Labour Law, which clarifies the mechanism for making the employer work on his weekly, religious or public holidays, official communications issued for this purpose include private sector institutions without mentioning them in the communications.". This clarification was repeated at the end of December 2023 by the Jordanian Ministry of Labour.

Before Law 1118, Mothers Day was usually observed as a half-day public holiday limited to the public sector. Nicaragua's Mothers Day holiday was initially set on May 30, back in 1940. In 1976, it was moved from May 30 to the last Sunday of May. But, in 1980, the then National Reconstruction Government Board moved it back to May 30.

As per the aforementioned press release, "In modification of Cabinet Division’s circular No. 10-02/2023-Min-II dated 20th December, 2023 regarding public and optional holidays for the year 2024, the Prime Minister has been pleased to declare 28th May 2024 (Youm-e-Takbeer) as a public holiday throughout the country.". In a subsequent announcement, the State Bank of Pakistan (SBP) similarly announced that all banks in Pakistan would observe a bank holiday on May 28, 2024, in honor of Youm-e-Takbeer. It is not clear, at this point, if May 28 is to become an annual public holiday and bank holiday in Pakistan.

Earlier today, the Iraqi parliament forwarded the recently voted Law On Official Holidays to Iraqi President, Abdul Latif Rashid, for approval ("In accordance with Article 73, Clause Three of the Iraqi Constitution, we are forwarding the Law on Official Holidays, voted upon on May 22, 2024, during session 26 of the first legislative term within the third legislative year, fifth electoral term."). Last month, the leader of the Shiite National Movement has called on the Iraqi parliament to declare Eid al-Ghadir an annual official public holiday in Iraq, and this was included in the Draft Law On Official Holidays, which made its way to the Legal Committee at the end of April, before being approved last week. As per the acting speaker's announcement, "the Presidency of the House of Representatives gave special attention to the draft law on official holidays and was keen to make Dhul-Hijjah 18 a public holiday, due to the symbolism of al-Ghadir Day for the majority of Iraqis, and because the position of the Commander of the Faithful represents a great status among our Muslim people.". Until now, the Shiite Eid al-Ghadir was a public holiday in Iran only, where it will be observed next on June 25. However, we expect Iraq to observe it on June 24, 2024, instead.

    Source: Palau Government (Koror). The government of Palau has confirmed that next Monday, May 27, the date of Memorial Day, would not be observed as a public holiday in Palau. Recall that, in early May 2011, then Palau President Johnson Toribiong had issued the Executive Order No. 294 which added a new annual public holiday in Palau, on the last Monday of May, for Memorial Day. However, on May 27, 2013, Palau's newly-elected President, Tommy Remengesau Jr., announced that he would soon issue an Executive Order canceling the annual Memorial Day public holiday. As per the acting speaker's announcement, "the Presidency of the House of Representatives gave special attention to the draft law on official holidays and was keen to make Dhul-Hijjah 18 a public holiday, due to the symbolism of al-Ghadir Day for the majority of Iraqis, and because the position of the Commander of the Faithful represents a great status among our Muslim people.". Until now, the Shiite Eid al-Ghadir was a public holiday in Iran only, where it will be observed next on June 25. However, we expect Iraq to observe it on June 24, 2024, instead.

Early in April, the Government of Jammu and Kashmir had issued the vide notification No. 914-JK(GAD) of 2024, declaring 5 public holidays on the dates on which the constituencies of Jammu and Kashmir were to vote in the 2024 General Election to Lok Sabha, under section 135 B of the Representation of the People Act 1951. The aforementioned decree will see regional public holidays on the February 28 Community Day (Día de Andalucía) as well as on the Monday, October 13, 2025, as the National Holiday of Spain occurs on a Sunday in 2025. In addition to the national and regional public holidays announced today, each municipality must propose two local public holidays to the Department of Employment, Business and Self-Employment within a period of two months from the date of publication of the Decree that establishes the 2025 labor calendar in the Official Gazette of the Junta de Andalucía. Although many Spanish regions gazette their calendario laboral months after announcing its contents, in the past Andalucia has usually gazetted its calendario laboral a few weeks only after announcing the dates of the regional public holidays for the coming year.

As mentioned when the list was initially announced, contrary to what was the case in 2023 and 2024, Shrove Tuesday will not be a public holiday in Extremadura in 2025, while the day off of October 12 will be moved to Monday, October 13, 2025 ("En uso de la facultad que establece el artículo 37.2 del Estatuto de los Trabajadores de traslado al lunes de las fiestas de ámbito nacional que coincidan en domingo, el descanso laboral correspondiente al día 12 de octubre de 2025, Fiesta Nacional de España, se disfrutará el lunes, día 13 de octubre de 2025, por coincidir dicha fiesta en domingo."). Recall that, in 2023, rather than declaring a day in lieu public holiday on Monday, January 2, 2023, the PSOE Junta of Extremadura chose to declare Shrove/Carnival Tuesday a public holiday on February 21. As mentioned when the list was initially announced, contrary to what was the case in 2023 and 2024, Shrove Tuesday will not be a public holiday in Extremadura in 2025, while the day off of October 12 will be moved to Monday, October 13, 2025 ("En uso de la facultad que establece el artículo 37.2 del Estatuto de los Trabajadores de traslado al lunes de las fiestas de ámbito nacional que coincidan en domingo, el descanso laboral correspondiente al día 12 de octubre de 2025, Fiesta Nacional de España, se disfrutará el lunes, día 13 de octubre de 2025, por coincidir dicha fiesta en domingo."). Recall that, in 2023, rather than declaring a day in lieu public holiday on Monday, January 2, 2023, the PSOE Junta of Extremadura chose to declare Shrove/Carnival Tuesday a public holiday on February 21. And, in 2024, Shrove/Carnival Tuesday was once again declared a public holiday on February 13, rather than declaring a day in lieu public holiday on Monday, September 9, 2024.

The state director of the Labour Department of Malaysia's State of Sarawak, Awang Raduan Awang Omar, has clarified that the Sarawak Labour Ordinance does not provide for compulsory substitution for any public holiday that falls on another public holiday, as will be the case on June 3, 2024, which will be both the date of the Agong’s Birthday and the date of the day in lieu for the June 2 Gawai Dayak which falls on a Sunday in 2024. As per the aforementioned statement, "In order to comply with the provisions of Section 104 (1) and subject to the provisions in the contract of service, the employers may grant another day as a paid holiday in substitution of that public holiday". Note, however, that the Sarawak Government calendar lists June 4th, 2024, as a public holiday, although September 17 is not listed, despite both the public holidays for Malaysia Day and Prophet Muhammad’s Birthday, coinciding on September 16.
