    The Speaker of Georgia's Parliament, Shalva Papuashvili, has signed into law the package of legislative amendments passed by Georgia's Parliament last month, and which includes the declaration of a new annual public holiday on May 17 (the Day of Family Purity and Respect for Parents in Georgia).

    Earlier this week, Georgian President, Salome Zourabichvili, had refused to sign that legislative package. But, as we reported at that time, under Georgian law, the parliament’s speaker, can sign the bill into law, instead of the President

    The new May 17 public holiday had been announced last June by Georgian Parliament Speaker, Shalva Papuashvili, who had announced that its ruling Georgian Dream (GD) party had the support for the declaration of a new annual public holiday on May 17.

    At that time, Speaker Papuashvili expected the bill to soon pass in its first reading and then in its second and third readings during the autumn session of the Georgian Parliament.

    At that time, Speaker Papuashvili expected the bill to soon pass in its first reading and then in its second and third readings during the autumn session of the Georgian Parliament.

    Note that, under Georgian law, the same parliament’s speaker, who had championed the new public holiday, can sign the bill into law instead of the President.

    Recall that, Tuesday night, the Government of Taiwan, the Executive Yuan, had announced that due to the arrival of typhoon Krathon, a one-off national non-working public holiday had been declared in Taiwan for Wednesday, October 2, 2024.

    The Office of the President of Vanuatu has announced that Vanuatu's president, Nikenike Vurobaravu, on the advice of the Prime Minister, had declared Friday, October 4, 2024, as a day in lieu non-working public holiday in Vanuatu, on account of Constitution Day falling on a Saturday in 2024.

    The aforementioned announcement represents a departure from the annual list of official non-working public holidays in Vanuatu for the calendar year 2024, as announced by the government of Vanuatu late last February.

    Indeed, the Public Holidays Act [Cap 114, revised 1988] as amended by the Public Holidays (Amendment) Act 1993 only specifies that Vanuatu public holidays falling on a Sunday are moved to the following Monday.

    The Government of India's Union Territory of Chandigarh has declared a public holiday, under the Negotiable Instruments Act 1881, on Thursday, October 3, 2024, on account of Maharaja Agrasen Jayanti.

    As per the aforementioned announcement, "this public holiday will be observed in all the Government Offices/ Boards/ Corporations/ Institutions including Industrial Establishments under the Chandigarh Administration".

    The aforementioned announcement thus amends the list of 2024 public holidays in India's Union Territory of Chandigarh as contained in last December's vide notification No.6/1/1-IH(I)-2023/17123.

    The Iraqi Prime Minister, Mohammed S. Al-Sudani, at today's Council of Ministers, has directed "that October 3rd be an official holiday on the occasion of the National Day of the Republic of Iraq".

    The aforementioned announcement is in line with last spring's amended Law On Official Holidays, which was signed by Iraq's President, Abdullatif Rashid.

    Changes to article 74 of the Federal Labor Law of Mexico, related to the upcoming presidential inauguration, were gazetted in the Diario Oficial de la Federación, thus modifying the annual days of mandatory rest, as set out in the decree of October 6, 1993, and its subsequent reform of January 2006.

    The aforementioned amendments to article 74 of the Federal Labor Law of Mexico were presented last June by PRI representative María de Jesús Aguirre Maldonado, so that the annual December 1st public holiday for the inauguration of the President of Mexico, be changed to October 1st, due to the 2014 electoral reform that moved the presidential inauguration from December 1st to October 1st, beginning in 2024.

    In the middle of last month, the Mexican Senate had already approved by 116 votes the Labor and Social Security Commission amendment to shift the date of the public holiday for the Mexican Presidential inauguration from December 1st to October 1st.

    Then, last week, the Plenary Session of the Mexican Chamber of Deputies has approved with 398 votes the reform to Section VII of Article 74 of the Federal Labor Law. That opinion was sent to the Executive Branch for publication in the Official Gazette of the Federation (DOF).

  • New Costa Rican Movable Public Holidays Bill Vote Likely In October

    The deputies of the Tourism Commission of Costa Rica's Legislative Assembly hope that the current public holidays amendments bill, introduced last July by Liberationist parliamentarian Monserrat Ruiz, will be put to a vote before October 15, 2024.

    In the current version of that bill, beginning in 2025, 4 annual public holidays would be moved to the nearest Monday in cases when they do not fall on a Monday or a Friday. The 4 annual public holidays covered by this latest Bill are April 11, May 1, July 25 and December 1st.

    The current public holidays amendments bill is not to be confused with Bill 24.274 Feriados con propósito: Bienestar personal y familiar (Holidays with a purpose: Personal and family well-being) which was rejected by the Social Affairs Committee of Costa Rica's Legislative Assembly, earlier in July, despite the Legislative Assembly having been convened by President Rodrigo Chaves Robles, in May, to consider that bill.

    Bill 24.274 would have amended the first paragraph of article 148 of the Labor Code by moving 5 annual public holidays (April 11, July 25, August 2, August 31, and December 1) from their fixed date to the subsequent Monday, as well as August 15 which would be moved to the Monday of the third week of August.

    The creation of long weekend to promote tourism had been the crux of the Abel Pacheco's administration 2005 legislation, which specified that 4 public holidays would move from mid-week to the following Monday. But subsequent legislation was passed in 2007, 2009, and 2010 to remove all public holidays from the scope of the 2005 legislation, except for October 12.

    That last holiday was then replaced by a new annual public holiday on December 1st, to commemorate the Day of the Abolition of the Army. Thus, as 2019 ended, all of Costa Rica's public holidays had been made immovable again, as they had been before 2005. Then, in the summer of 2020, legislation was passed, making 5 of Costa Rica's public holidays movable until the end of 2024.

    And, once again, legislators chipped away at the 2020 expediente 21.941, adición de un transitorio al Artículo 148 de la Ley 2, Código de Trabajo, de 27 de agosto de 1943, para trasladar los feriados a los lunes, con el fin de promover la visita interna y el turismo durante los años 2020 al 2024, cancelling the October 12 public holiday and making the August 15 and then the July 25 public holidays fixed in late December and early January 2023-2024.

    Proclamation No. 693 declares a public holiday on Friday, October 4, 2024, for the celebration of the 148th Founding Anniversary of Infanta, Pangasinan.

    Proclamation No. 694 declares a public holiday on Wednesday, October 16, 2024, for the celebration of the 67th Founding Anniversary of Lapuyan, Zamboanga del Sur.

    Proclamation No. 695 declares a public holiday on Friday, October 25, 2024, for the celebration of the Buglasan Festival in Negros Oriental.

    Proclamation No. 696 declares a public holiday on Saturday, October 26, 2024, for the celebration of the Tigtigan Terakan Keng Dalan Festival in Angeles City, Pampanga.

    Proclamation No. 697 declares a public holiday on Monday, October 28, 2024, for the commemoration of Cry of Lincud, the first declaration of revolution against Spain in Iloilo province and Panay island in the municipality of Dingle, Iloilo.

    Recall that, last February, Presidential Executive Secretary, Lucas Bersamin,had issued the Memorandum Order (MO) 20, requiring a 30-day delay between the request to declare a regional public holiday and the date of said holiday, in reaction to a spate of regional and municipal public holidays declared at the last minute.

    The Cayman Islands cabinet approved a public referendum on a cruise berthing facility to be held on the same date as the upcoming 2025 general elections, whose date is yet to be announced (the last ones were held on Wednesday, May 26, 2021).

    Recall that the Public Holidays Law (2007 Revision) states that public holidays shall include "the day appointed under the Elections Law for the taking of the poll at a general election in the Islands" (<<2700>>) and this was later confirmed to include the date of any referendum in the Cayman Islands, though referenda have often been scheduled on the same date as general elections, to minimize the number of additional public holidays.

D’Souza, which declares the date of the upcoming regional elections as a public holiday.

    As per the aforementioned vide notification, "A Public Holiday shall be observed within the limits of 21-Thangdumbur territorial constituency of Ladakh Autonomous Hill Development Council (LAHDC), Kargil on account of bye-election on the date of poll, as fixed i.e. on 05th October, 2024 (Saturday). The Public Holiday under the section 25 of the Negotiable Instruments Act, 1881 shall be observed within the limits of 21-Thangdumbur Territorial Constituency on the date of poll, as fixed on 05th October, 2024 (Saturday)"

    Today's vide notification order thus partially amends the list of 2024 public holidays initially released in the Government vide order F.No: A/15/2020-O/o Un Secy - GAD of 2023, last November.

    On October 31, 2019, the State of Jammu and Kashmir was split into 2, as the new Union Territory of Ladakh was carved out of Jammu and Kashmir, in a manner similar to the creation of Telangana as the 29th state of India on June 2, 2014, having itself been carved-out the Indian state of Andhra Pradesh. The remaining part of Jammu and Kashmir was then changed in status from a state to the Union Territory of Jammu and Kashmir.

    As per Proclamation 29, contained in the Government Gazette No.8454 of September 26, 2024, "Under the powers vested in me by section 1(3) of the Public Holidays Act, 1990 (Act No. 26 of 1990), I declare Wednesday, 27 November 2024 as a public holiday for the purposes of the general election for election of the President and members of National Assembly under the Electoral Act, 2014 (Act No. 5 of 2014)".

    The Vietnam General Confederation of Labor and the Ministries of Home Affairs, Health and Transport have issued communiques, responding favorably to the draft by the Ministry of Labor, Invalids and Social Affairs (MOLISA), containing a suggested arrangement of the 2025 Tet Lunar New Year holidays, the National Day holidays and the April 30/May 1 holidays.

    Recall that, early last week, MOLISA submitted a draft list of 2025 public holidays with only one option for the Lunar New Year public holidays, as well as only one option only for the Victory Day and May 1 public holidays.

    MOLISA's draft did propose 2 options for the National Day holiday, but it strongly recommended the first option, which the Ministry of Home Affairs agreed with, a few days later.

    The draft document prepared by MOLISA will now be submitted to the Prime Minister for his approval.

    The opinion was sent to the Executive Branch for publication in the Official Gazette of the Federation (DOF).

    The aforementioned amendments to article 74 of the Federal Labor Law of Mexico were presented last June by PRI representative María de Jesús Aguirre Maldonado, so that the annual December 1st public holiday for the inauguration of the President of Mexico, be changed to October 1st, due to the 2014 electoral reform that moved the presidential inauguration from December 1st to October 1st, beginning in 2024.

    Recall that, last week, the Mexican Senate had already approved by 116 votes the Labor and Social Security Commission amendment to shift the date of the public holiday for the Mexican Presidential inauguration from December 1st to October 1st.

    Paraguay's presidential spokesperson has confirmed that the upcoming Battle of Boquerón public holiday would be observed on Monday, September 30, 2024.

    Recall that, last June, President Santiago Peña signed a decree moving the upcoming Battle of Boquerón public holiday from Sunday, September 29, to Monday, September 30, 2024, "to boost national tourism".

    Law 1723 of 2001 authorizes the Paraguayan Executive Branch to transfer national public holidays, but it was seldom used until 2012. Since then, the Battle of Boquerón public holiday was moved from its historical date of September 29 in 2015, 2015, 2017, and 2021. The Battle of Boquerón public holiday was also set to be moved in 2020, as per the Decreto número 2757 of 2019, but this decree was reversed by the Decreto número 4040 in early September 2020 due to covid-19.    
  • Paraguay Moves Upcoming Battle of Boquerón Public Holidays September 29-30

    Paraguay's presidential spokesperson has confirmed that the upcoming Battle of Boquerón public holiday would be observed on Monday, September 30, 2024.

    Recall that, last June, President Santiago Peña signed a decree moving the upcoming Battle of Boquerón public holiday from Sunday, September 29, to Monday, September 30, 2024, "to boost national tourism".

    Law 1723 of 2001 authorizes the Paraguayan Executive Branch to transfer national public holidays, but it was seldom used until 2012. Since then, the Battle of Boquerón public holiday was moved from its historical date of September 29 in 2015, 2015, 2017, and 2021. The Battle of Boquerón public holiday was also set to be moved in 2020, as per the Decreto número 2757 of 2019, but this decree was reversed by the Decreto número 4040 in early September 2020 due to covid-19.

    The list of 2025 regional public holidays in the Canaries Islands was announced last May and approved last Monday.

    The region-wide gazetted public holidays for 2025 will include the May 30th Día de Canarias and each island will observe a specific public holiday; February 3 (the feast of the Virgin of Candelaria in Tenerife), July 5 (the feast of the Descent of the Virgin of the Kings in El Hierro), August 5 (the feast of Our Lady of Las Nieves, in La Palma), September 19 (the feast of Our Lady of the Rock, in Fuerteventura), September 8 (the feast of Our Lady of the Pine in Gran Canaria), September 15 (the feast of Our Lady of the Volcanoes, in Lanzarote and La Graciosa), and October 6 (the feast of Our Lady of Guadalupe, in La Gome).

    Additionally, each municipality will have a month, from the day when the Decreto 143/2024 was published, to choose two non-working days, paid and non-recoverable.

    Cayman Islands legislators will convene on October 7th and will begin this 2024-2025 Session by focusing on on the government’s motion for a referendum on whether or not Cayman should develop cruise berthing facilities.

    The Public Holidays Law (2007 Revision) states that public holidays shall include "the day appointed under the Elections Law for the taking of the poll at a general election in the Islands" (<<2700>>) and this was later confirmed to include the date of any referendum in the Cayman Islands.

    In the past, referenda have often been scheduled on the same date as general elections, to minimize the number of additional public holidays. However, the next general elections are not scheduled until 2025 (the last ones were held on Wednesday, May 26, 2021).

    An almost identical Cruise Pier Referendum had already been announced and gazetted in October 2019, for December 19, 2019, but the referendum eventually fell through and on December 9, 2019, the Government of the Cayman Islands released an updated listing of the 2019 public holidays, including an updated public holiday for the Cruise Pier Referendum, now marked as "Thursday, 19 December, Public Holiday (No Referendum)".
