    The list of 2025 non-working public holidays (calendario laboral) in the Ciudad Autónoma de Ceuta, has been officially gazetted in the Resolución de 18 de octubre de 2024, de la Ciudad Autónoma de Ceuta, por la que se aprueba el Calendario Laboral de Fiestas Laborables para el año 2025." (BOCCE de 25 de octubre de 2024) signed by Alberto Ramon Gaitán Rodríguez, Ceuta's Consejero De Presidencia Y Gobernacion.

    In 2025, since 2022, Ceuta will observe 2 Muslim public holidays; the end of Ramadan on March 31 (Fiesta de Culminación del Ramadán) and the Feast of Sacrifice on June 6 (Fiesta del Sacrificio). To accommodate these 2 public holidays, the Ceuta Community Day will once again not be a public holiday in 2025 in Ceuta.

    In neighboring Melilla, the Feast of the Sacrifice has been a regional public holiday since 2017, when the feast of Saint Joseph was replaced by Feast of the Sacrifice as a regional public holiday.

    The Government of India's state of Goa has announced its annual list of non-working public holidays in India's state of Goa for the upcoming calendar year 2025 in the vide notification No. 37/3/2024-GAD-III/4247.

    As per this vide notification, signed by the Under Secretary to the Governor, Shreyas Dsilva,"The Government of Goa is pleased to direct that the days specified in the Annexure-I shall be observed as Public Holidays and the days specified in the Annexure-II as Special Holidays in all Government Offices in the State of Goa during the year 2025 (Saka 1946-1947). All Government Offices will be functional on Special Holidays except if the Special Holidays occur on Saturday or Sunday.".

    The list of 2025 restricted holidays in Goa is contained in the notification's Annexure-III, the list of Commercial and Industrial Holidays for the Commercial and Industrial Workers in Goa, in Annexure-IV, and Bank Holidays in the State of Goa for the year 2025, in Annexure-V (the list being the same as those of Annexure I, plus the April 1st Yearly Closing of Account).

    As usual a footnote appears for Muslim public holidays, namely Id-Ul Fitr, Id-Ul-Zuha and Id-e-Milad, stating that "The Holiday mentioned at ... are subject to appearance of moon".

  • Mizoram Declares November 5 Public Holiday In Sinlung Hills

    The Competent Authority of the Sinlung Hills Council Area of India's State of Mizoram has declared Tuesday, November 5, 2024, as a public holiday under Section 25 of the Negotiable Instruments Act.

    The aforementioned announcement is outside of the scope of the list of 2024 public holidays in the state of Mizoram as published last September by the Government of Mizoram in the vide notification No. F.23012/ 1/2020-GAD/84, and which only listed national and state-wide public holidays and restricted holidays.

    The government of Timor Leste has issued a communiqué declaring Thursday, October 31, 2024, as as a one-off public sector holiday (tolerância de ponto) in Timor Leste.

    As per the aforementioned communiqué, "At its meeting on October 24th, the Council of Ministers decided to grant a day off on October 31st 2024, considering that November 1st and 2nd are All Saints‘ Day and All Souls’ Day, dates of great importance to the Catholic community and established as national holidays by Law no. 10/2005, of August 10th, amended by Law no. 3/2016, of May 25th. The aim of this decision is to make it easier for people to travel to their hometowns and take part in religious celebrations".

    The weekday before or after the annual November 1st All Saints' Day public holiday has often been declared a tolerância de ponto in Timor Leste.

    Recall that, in 2019 and 2022, October 31st was also declared a one-off public sector holiday in Timor Leste, while November 3rd was declared a one-off public sector holiday in 2020 and 2021.

    Last year, a fake communiqué circulated that October 31st, 2023, had also been declared a tolerância de ponto, but this was denied in a formal communiqué on the day before that purported one-off public holiday ("The Prime Minister's Office and the Presidency of the Council of Ministers would like to inform everyone that tomorrow, Tuesday, October 31st, 2023, there will be no day off. Therefore, it will be a normal working day").

  • Uttar Pradesh Confirms Diwali And Early November Public Holidays

    The Chief Secretary of the Yogi Adityanath Government of India's state of Uttar Pradesh, Deepak Kumar, has confirmed the date of the upcoming Diwali public holiday, as well as the subsequent early November public holidays for Govardhan Puja and Bhai Dooj.

    The General Administration Department of the government of the Indian State of Gujarat has declared Friday, November 1, 2024, as an additional public holiday in government offices including panchayat and boards/corporations "to make a way for continuous holidays in Diwali season from Thursday 31st October(Diwali) to Saturday 2nd November (Gujarati new year day) and further to 3rd November (Bhai bij)".

    The aforementioned announcement goes on to specify that, as compensation, "government offices will remain open and functional on the Saturday, 9th of November".

    The aforementioned notification thus amends the list of 2024 public holidays in the state of Gujarat as published last November in the vide notification No. GS/27/2023 /JSR/102023 /930/GH.

    Recall that, last week, the Government of India's State of Tamil Nadu had similarly declared Friday, November 1, 2024, as a public holiday "for all government offices, public sector companies, schools, colleges and other educational institutions" to link-up the October 31 Deepavali public holiday with the subsequent weekend and, in compensation, had also declared Saturday, November 9, 2024, as a regular working day, despite November 9, 2024, falling on the second Saturday of the month.

    The government of Myanmar has released an extension to its previously-released list of bank holidays and non-working public holidays in Myanmar for the calendar year 2024, by declaring a public holiday on Friday, November 1, 2024, on account of the annual Deepavali public holiday of Myanmar.

    As per the State Administration Council Notification No 175/2024, "Due to the celebration of Deepavali, Friday, 1st Waxing of Tazaungmone 1386 ME (1 November 2024) has been declared a public holiday across the Republic of the Union of Myanmar for all offices and under the provisions of Section 25 of the Negotiable Instruments Act".

    The aforementioned announcement thus completes the list of the dates of the official Myanmar annual bank holidays and non-working public holidays in Myanmar for the calendar year 2024, released last January.

    The lower house of Slovenia's National Assembly has overridden last month's veto by the upper chamber on the legislation to rename the Return of Primorska to the Motherland Day national holiday.

    From now on, the September 15 national holiday will be called the Incorporation of Primorska into the Motherland Day.

    Recall that, on September 10, the lower house of the National Assembly of Slovenia had approved a proposal to amend the law on holidays and work on days off by renaming the September 15, Day of Restoration of the Primorska Region to the Motherland holiday as the Return of Primorska to the Motherland.

    But on September 16, the upper chamber of Slovenia's National Assembly rejected the legislation to rename the Return of Primorska to the Motherland Day holiday.

    The lower house needed a absolute majority vote to override the upper house's veto.

    Note that September 15, is not a work-free day, despite being one of Slovenia's National Holidays and the mention that "National holidays in the Republic of Slovenia are work-free days".

    Gabon's current ruling military junta is proposing a new constitution which includes the enshrining of the August 30 public holiday declared to celebrate the downfall of the President Ali Bongo Ondimba.

    A referendum on the proposed new Gabonese constitution is to be held on November 16, 2024.

    Recall that, last August, Gabon's ministre du Travail et de la lutte contre le chômage, Adrien Nguema Mba, had issued a communique declaring Tuesday, August 30, 2024, as a public holiday in the Gabon, on account of the upcoming Journée de La Libération.

    That communique stated that "En application du décret n°0096/PR/MCJSA du 15 février 2024, instituant la journée nationale de Libération, la journée du 30 août 2024 instituée la journée nationale de Libération est déclarée fériée, chômée et payée sur toute l’étendue du territoire".

    The new August 30 public holiday had separately been announced in February 2024, when Gabon's Comité pour la transition et la restauration des institutions (CTRI), issued a decree declaring August 30th a new annual public holiday to commemorate the Journée nationale de la libération.

    The German Central Bank (Deutsche Bundesbank) has published its annual list of the 2025 federal and regional non-working public holidays in Germany as well as the list of 2025 bank holidays in Germany.

    As usual, the aforementioned announcement includes TARGET and TARGET 2 holidays and the additional non-business days of the Deutsche Bundesbank (Zusätzliche geschäftsfreie Tage der Deutschen Bundesbank), as well as the list of the 2025 federal (Feiertage, gültig für die gesamte Bundesrepublik) and regional (Zusätzliche Feiertage, gültig für einzelne Bundesländer) non-working public holidays in Germany.

    Note that the aforementioned list does not mention the fact that Easter Sunday is a public holiday in Brandenburg since 2016.

    Neither does it include the May 8th recurring public holiday in Berlin, every five years, to mark the anniversary of the end of World War Two.

    The chief secretary of the Government of India's state of Haryana has issued the vide notification No.28/67/2008-1HR-1 declaring Thusday, October 31, 2024, as a public holiday, on account of the upcoming Diwali.

    As per the aforementioned vide notification, "It is hereby notified that the 31st October, 2024 (Thursday) shall be observed as Gazetted Holiday in all the Departments/ Boards/ Corporations, Educational and other Institutions of the Haryana Government on account of festival Diwali instead of 01st November, 2024 (Friday) already notified vide Notification No. 28/67/2008-1HR-I, dated 22.12.2023".

    The notification goes on to specify that "It is also notified that the Gazetted Holiday of Diwali on 31st October, 2024 shall also be observed within the meaning of Section 25 of the Negotiable Instruments, Act, 1881".

    The move of the upcoming Diwali public holiday to Thusday, October 31, 2024, further amends the terms of the General Administration Department vide Notification No. 28/67/2008-1HR-1 of last December containing the annual list of non-working public holidays in India's state of Haryana for the upcoming calendar year 2024.

    As per the aforementioned vide notification, "It is hereby notified that the 31st October, 2024 (Thursday) shall be observed as Gazetted Holiday in all the Departments/ Boards/ Corporations, Educational and other Institutions of the Haryana Government on account of festival Diwali instead of 01st November, 2024 (Friday) already notified vide Notification No. 28/67/2008-1HR-I, dated 22.12.2023".

    The notification goes on to specify that "It is also notified that the Gazetted Holiday of Diwali on 31st October, 2024 shall also be observed within the meaning of Section 25 of the Negotiable Instruments, Act, 1881".

    The move of the upcoming Diwali public holiday to Thusday, October 31, 2024, further amends the terms of the General Administration Department vide Notification No. 28/67/2008-1HR-1 of last December containing the annual list of non-working public holidays in India's state of Haryana for the upcoming calendar year 2024.

    Negotiations for a statewide treaty between Victorian Aboriginal communities and the government of the Australian State of Victoria are expected to start before the end of the year, and to include the addition of a new state public holiday celebrating Aboriginal culture.

    That new public holiday could be observed on the date a treaty is signed.

    Such a new public holiday would amend the already announced list of Victorian public holidays for 2026 (announced in late 2023) and the list of public holidays for 2027 (announced last July).

    After a month of consultations, 13 of the 16 agencies and ministries consulted have come in favour of last month's draft by the Ministry of Labor, Invalids and Social Affairs (MOLISA), containing a suggested arrangement of the 2025 Tet Lunar New Year holidays, the National Day holidays and the April 30/May 1 holidays.

    The General Administration Department of the Government of India's state of Bihar has released the vide notification No.3/H-01/2023-17014/SA which declares a one-off public sector holiday on Wednesday, November 13, 2024, on account of that day's by-elections in the Ramgarh, Tarari, Belaganj, and Imamganj assembly seats.

    As per the aforementioned vide notification, "all the state government offices, undertaking organizations, corporations, boards, statutory and local bodies, and educational institutions will remain closed on November 13 so that people can exercise their voting rights".

    The Department of Home Affairs (DHA) of the Government of South Africa has responded, to a request that Diwali be added as an annual public holiday in South Africa, that the request would be considered, reminding the petitioners that "before a day is declared a public holiday, the decision needed the president, Cabinet approval and public participation as required by the Constitution".

    Recall that, in 2012, South Africa's CRL Rights Commission had announced that it had been tasked with a review of the list of official public holidays in South Africa. But, the CRL Rights Commission's report, submitted in the spring of the following year, remained without effect.

    And, in 2003, then South African Minister of Home Affairs and President of the Inkatha Freedom Party, Mangosuthu Buthelezi, had similarly been mandated by the South African Cabinet to chair an inter-departmental task team to review the South African official public holidays calendar.

    Nothing ever came out of either consultation, and the Public Holidays Act 36 of 1994, revised in 1995, stands unchanged to this day.

    In the case of Deepavali, in South Africa, there is an issue with the calculation of the actual date to use, as South African Hindus belonging to the Hindu Maha Sabha follow the rules of Northern India, while South African Hindus belonging to the KwaZulu-Natal Tamil Federation follow the rules of Southern India. Due to the way these rules are constructed, northern and southern Deepavali will differ by a day in about 40 percent of cases.

    In 2007, during one of the regular Deepavali date spats between the 2 communities, the then head of the Maha Sabha, Ashwin Trikamjee, stated that "There should be no confusion. We have an agreement in place that stipulates that we will celebrate Diwali as a a united community on one day and alternate the dates of the south and north Indian communities each year. Last year, we observed Diwali on the south Indian date, and this year we will use the north Indian date. India is celebrating Diwali on November 9. This is the official date.". But Bala Naidoo, the then president of the KwaZulu-Natal Tamil Federation, rejoined that "the agreement to alternate dates was merely an arrangement made when we made a call to government for Diwali to be declared a public holiday", and going on to clarify matters beyond any doubt by adding that "We wanted to speak with one voice, but the agreement does not stand any more.".

    The Minister justified this rejection due to the fact that "the shift was impossible as most public holidays had religious, patriotic or international significance" and that "moving the days would lead to them losing value".

    Following the gazetting of the 2025 public holidays in Spain's autonomous regions, the national government of Spain has gazetted its annual list of official national non-working public holidays (calendario laboral) for the upcoming calendar year 2025.

    The aforementioned announcement is contained in the Resolución de 15 de octubre de 2024, de la Dirección General de Trabajo, por la que se publica la relación de fiestas laborales para el año 2025 (BOE de 18 de octubre de 2024), which makes specific reference to the autonomous communities of the Canary Islands, Catalonia, and Valencia, to details some of the sub-regional public holidays as well as the distinction between recoverable and non-recoverable regional public holidays.

    Note that there are a couple of errors, relative to Ceuta and Navarra, in the aforementioned resolution.     Following the gazetting of the 2025 public holidays in Spain's autonomous regions, the national government of Spain has gazetted its annual list of official national non-working public holidays (calendario laboral) for the upcoming calendar year 2025.

    The aforementioned announcement is contained in the Resolución de 15 de octubre de 2024, de la Dirección General de Trabajo, por la que se publica la relación de fiestas laborales para el año 2025 (BOE de 18 de octubre de 2024), which makes specific reference to the autonomous communities of the Canary Islands, Catalonia, and Valencia, to details some of the sub-regional public holidays as well as the distinction between recoverable and non-recoverable regional public holidays.

    Note that there are a couple of errors, relative to Ceuta and Navarra, in the aforementioned resolution.     The Advisory Council of Bangladesh's interim military government has announced the list of 2025 public holidays in Bangladesh.

    As we had reported as likely, yesterday, the aforementioned list of 2025 public holidays in Bangladesh features the extension of both the Eid al-Fitr (End of Ramadan) and the Eid al-Adha (Feast of Sacrifice) annual public holidays to last 5 days and 6 days, respectively, as well as an extension to the annual Durga Puja public holiday to last 2 days.

    As usual, each of the Eids will come with one general holiday while the remaining days, before and after, are to be observed as executive holidays (essentially limited to the public and financial sectors).

    The list of 2025 public holidays also omits the March 17 annual public holiday commemorating the birthday of Sheikh Mujibur Rahman and National Children's Day, as we had reported would probably be the case since last August, when the Advisory Council of Bangladesh's military government, chaired by Chief Advisor Dr. Muhammad Yunus, announced the cancellation of the annual August 15, National Mourning Day, public holiday which had been closely tied to the previous Awami League administration.

    The Administration of India's Union Territory of Lakshadweep has released the Government vide notification F.No.35/02/2018-Genl/1638 containing the official list of 2025 public holidays in the Union Territory of Lakshadweep.

    As per the aforementioned vide notification, "The Hon’ble Administrator, Union Territory of Lakshadweep is pleased to declare that the holidays specified in Annexure I and II below shall be observed as Closed Holidays and Restricted Holidays for Lakshadweep Administration during the year 2025 in all Government Offices under the Administration of Union Territory of Lakshadweep.".

    As usual, the vide notification then addresses restricted holidays "In addition to closed Holidays, each employee will also be allowed to avail himself/herself of any two holidays to be chosen by him/her out of the list of Restricted Holidays." and bank holidays, "The above holidays are also applicable to Banks in Lakshadweep. In addition to the above, 01.04.2025 will be closed holiday for Banks in Lakshadweep on account of annual closing of Bank Accounts.", before adding the customary footnote regarding Muslim public holidays ("Any Change in the date of Holidays in respect of Idul Fitr, Idul Zuha (Bakrid), Muharram and Milad-Un Nabi (Birth day of prophet Mohammed), if necessary, will be declared depending upon sighting of the moon. For offices outside Kavaratti, the DCs/BDO/AO, Kochi are authorized to declare the change in date of the holiday and in respect Kavaratti, Director GAP is authorized to issue the order.").

    As per the head of the Laws Commission, Klotilda Bushka, the Council of Ministers will vote again at a later date to formalize their approval.

    Recall that, last month, the Commission for Education and Public Information Media of the Assembly of the Republic of Albania had approved a draft law that proposes to declare March 2 as a new annual public holiday on the date of the Lezha Alliance Assembly, considered by the bill's supporters to be the starting point for the creation of the Albanian state.

    Note that the initial draft law, proposed by the socialist deputy Eduard Ndreca, meant for March 2 to be a new annual public holiday, but today's announcement only mentions that March 2 would be "included in the calendar of official holidays".

    The Constitutional Committee of Estonia's Riigikogu (its unicameral parliament) has tentatively approved the proposal to add Constitution Day, to be celebrated on June 15, as a day of national importance and flag day.

    The Constitutional Committee had first discussed and supported this proposal on May 28, and it then revisited it during its October 8 meeting, during which additional suggestions were made involving other holidays as well, leading to a decision to review the matter in more detail.

    On June 15, 1920, the Constituent Assembly adopted the first Constitution of the Republic of Estonia, which entered into force on December 21 that year.

The 2 proposed public sectors would be on January 3 and May 2, 2025 (Privind stabilirea zilelor lucrătoare pentru care se acordă zile libere, altele decât zilele de sărbătoare legală, pentru anul 2025).

    To make up for these 2 one-off public holidays, the public institutions and authorities would extend their working hours until January 31 2025, and May 31, 2025, respectively, according to the draft Government Decision published on the website of the Ministry of Labour.

    Recall that, late last year, one-off public sector holidays were declared for 2024, on May 2, August 16 and December 27, 2024.

    As per the explanatory note of the government decision No.1307, "In order to ensure an efficient use of working time, but also to create free time for the staff of institutions and public authorities to recover their work capacity, it is proposed that May 2, August 16 and December 27, 2024 be declared free days, as these are located between the non-working days of public holidays and the weekly rest periods, according to the law.".

This was meant to unify the observance of Muslim public holidays in these 4 countries, but instead it has lead to uncertainty and increased divergence in the dates of Muslim public holidays announced in Brunei Darussalam, Indonesia, Malaysia and Singapore since 2022.

    Taiwanese DPP legislator Lin Yijin has questioned Interior Minister Lin Yu-chang's argument for not extending the May Day public holiday to also include the Taiwanese public sector.

    According to Lin Yijin, referring to the explanation that the Executive Yuan sets the upper limit of annual vacation days at 115 to 116 days, "the Civil Service Act in 2022 has been amended in full. The original upper limit of 115 to 116 days was an incidental resolution. The original provision no longer exists, but the Executive Yuan is still complying with it".

    But the Ministry of the Interior stated in a press release today that "the current holidays for anniversaries and holidays total 11 days, and after a total of two days of weekly holidays, it has reached the upper limit of the legislative resolution." adding that "The holidays are handled in accordance with the Regulations on the Implementation of Memorial Days and Holidays, which are mandated by the Ministry of the Interior and are valid regulations".

    Recall that, last March, Taiwanese Premier, Chen Chien-jen, had announced that she was open to making Labor Day a public holiday that is uniformly observed nationwide, but that some compensatory adjustment would be needed and the proposal received support from the All-China Federation of Teachers Unions and legislators from both the ruling and opposition parties.

    Since then, Taiwanese Government departments have been discussing the possibility of extending the scope of the May 1st public holiday, but Taiwan's Interior Minister Lin Yu-chang soon remarked that the total number of national holidays in Taiwan is fixed and regulated by legislative resolution.

    In June 2000, Taiwan moved to 2-day weekends and in compensation the number of vacation days in the whole year was limited to 115 to 116 days.

    As per the aforementioned decree, the November 14, 15 and 16, 2024, public holidays apply "to workers in the Public and Private Sectors".

    In 2008, the government of Peru had issued the Decretos Supremos 008-2008-PCM and 009-2008-PCM, declaring May 15-17 and November 20-22, 2008, as public holidays in the capital, Lima, and the Province of Callao, on account of the then upcoming EU/Latin America/Caribbean and APEC summits, respectively.

    Then, in 2016, the Peruvian executive issued the "decreto supremo 059-2016-PCM" declaring November 17-18-19, 2016, as one-off non-working public holidays in Peru, on account of the then upcoming 24th meeting of the leaders of the APEC countries.

    The Ministry of Labor, Invalids and Social Affairs of Vietnam (MOLISA) has announced that, as per Article 112 of the 2019 Labor Code, there will only be one public holiday for New Year 2025, namely Wednesday, January 1, 2025.

    MOLISA also confirmed the ongoing discussions among various ministries in view of extending the upcoming Tel public holidays to last from January 25 to February 2, 2025.
