Background Information

Governing Law: Kosovo declared its independence from Serbia on Sunday, February 17, 2008. The current law on official holidays in the Republic of Kosovo (Pėr Festat Zyrtare nė Republikėn e Kosovės, Ligji Nr. 03/L-064, Official Gazette Of The Republic Of Kosova / Pristina: Year Iii / No. 30 / 15 June 2008), dates from June 15, 2008, and is based on article 65-1 of the Constitution of the Republic of Kosovo (approved on June 15, 2008, but celebrated annually on April 9).  Weekend Public Holidays: As an official part of Serbia, public holidays that fell on a Sunday used to be moved to the next Monday, but the list of public holidays for the new republic will follow the Albanian list, which has both Saturdays and Sundays moved to the following Monday. For the moment, we have used the convention that only Sunday public holidays are moved to the following Monday. We will revise this, as we receive more information from our local contacts.  Ethnic and linguistic holidays: are included in the category of memorial holidays, to be regulated by the Republican Council For Memorial Holidays: • Albanians: November 28. • Peace Day: June 12 (date when NATO troops liberated Kosovo in 1999). • Veterans: March 6. • Romas:April 8. • Turks: April 23. • Ashkalijs: February 15. • Gorans:September 28. • Serbs: January 27.  Other Sources of Information The following specialized websites are also a good source of Kosovo information and news: UnitedHealthcare Global (security-related world events: terrorist threats, political strife, strikes, criminal activity, aviation incidents and health outbreaks), CIA World Factbook (Kosovo maps, demographics and economic statistics), the IFES (information covering upcoming elections, referenda, electoral structures and voter participation in Kosovo), and Wikipedia (includes Kosovo commemorative dates that are not necessarily public holidays).

Observance : Any entry in the Observance column indicates that, in Kosovo, the holiday may be regional or non-official or limited to certain religious and/or linguistic groups, or begin at a time other than midnight. Note that religious holidays are included only if they are national public holidays, or if the national labour code has specific holiday allowances for employees of specific religions.

Religious Holidays : Public holidays in Kosovo that are based on certain religious calendars may be subject to local variations due to differing interpretations between different religious authorities, or to seemingly arbitrary changes in the date a holiday is celebrated because it conflicts with another holiday that is based on another calendar, or because the day of the holiday is deemed inauspicious (bad luck). Muslim Holidays : Muslim bank holidays, legal holidays and public holidays for Kosovo were evaluated using the Umm al-Qura Calendar of Saudi Arabia which is used in Saudi Arabia and in most of the Persian Gulf States. Holidays may occur a day later in countries outside the Gulf region. The sunrises, sunsets, moon phases, moonrises and moonsets used in these calculations are based on the location of Mecca (latitude 21.42°N, longitude, 39.82°E, GMT+3 hours, no summer time rules).
