Cuba Rules-Out July 28 Substitute Public Holiday Órgano Oficial del Comité Central del Partido Comunista de Cuba (Granma) Cuba's Ministerio de Trabajo y Seguridad Social (MTSS) has announced that the annual July 27 public holiday, falling on a Sunday, this year, would not be moved to Monday, July 28, 2025. As per the aforementioned announcement, Cuba's Labour Code (Law 116) only authorizes the transfer of Sunday rest corresponding to national commemoration days ("when a day of national commemoration coincides with a Sunday, it is transferred to the next day"), but the same Law 116 only establishes July 26 as a day of national commemoration, while July 25 and 27 are declared as simple holidays. Despite today's announcement, Cuba's annual July 25-26-27 annual public holidays have on occasion derogated to the terms of the Cuba's Law 116. The decree No.94, of July 22, 2023, declared July 28, 2023, as a non-working public holiday due to the people's celebrations for the 70th anniversary of the assault on the Moncada and Carlos Manuel de Céspedes barracks, and "in recognition of the work carried out by the Cuban people in 2023". However, in 2021, the MTSS similarly announced that the annual Cuban Revolution Anniversary public holidays would be observed on July 25-26-27, 2021, and that no day in lieu, substitute, public holiday would be given to compensate July 25 falling on a Sunday ("no corresponde trasladar el descanso dominical del día 25 de julio, por ser este un día feriado").

Kazakhstan June 1st Public Holiday Further Update Electronic government of the Republic of Kazakhstan (Astana) Kazakhstan's Vice Minister of Labor and Social Protection of the Population, Askarbek Yertayev, has confirmed that the possibility of adding June 1st, Children's Day, as a new annual public holiday in Kazakhstan, was under consideration. As per the aforementioned statement by Vice Minister Yertayev, "There are currently 10 national holidays in Kazakhstan. Any such proposal is reviewed and coordinated with relevant government bodies. A proposal regarding June 1 has indeed been made — discussions with state agencies and experts are underway. Once a decision is made, we’ll inform you of the outcome. The discussions are expected to conclude by September.". In a related comment, Kazakhstan's Deputy Prime Minister, Yermek Kosherbayev, stated that "Compared to other countries, especially those with higher levels of economic development, we do have quite a few holidays. That probably does have an impact. I believe that businesses operating on a continuous cycle are still functioning regardless. Naturally, on holidays, company management must pay according to the law — additional compensation is required. And those who work on these days should receive either time off later or additional vacation days". Recall that, in May 2025, deputy Seitzhan had called on the Prime Minister, Olzhas Bektenov, to declare June 1st as a new annual public holiday in Kazakhstan, as well as the introduction of new rules for public holidays falling on a weekend. At the time, Deputy Seitzhan had also proposed that the schedule for postponing weekends be announced two years in advance, a proposal that the Ministry of Labor and Social Protection rejected. The response of the Minister, Svetlana Zhakupova, reads "The transfer of days off is carried out in advance for the upcoming calendar year, taking into account the coincidence of working and holiday days, as well as depending on the economic, political or sanitary-epidemiological situation in the country, determined individually in each period. Based on this, we consider the current procedure for transferring days off to other working days to be optimal". Then, last month, the Ministry of Labor and Social Protection of Kazakhstan responded favorably to the request by Majilis deputy, Kenzhegul Seitzhan, to add June 1st, Children's Day, as a new annual public holiday in Kazakhstan, adding that "A final decision on the approval of the new public holiday will be made after all necessary procedures are completed in accordance with the established procedure, the Ministry concluded.".

Vanuatu Confirms July 24 Public Holiday Government of Vanuatu (Port Vila) The Public Relations Officer (PRO) of Vanuatu's Prime Minister’s Office, Kierry Manassah, has confirmed that contrary to widespread public perception, Children’s Day on July 24 remains an official public holiday. As per Mr. Manassah, "Parliament decided that any public holiday that falls on a weekend will no longer be carried forward to Monday. This is to help reduce the number of holidays and avoid time lost that could be used for work especially in the public service and private sector. So this coming July 24, which is Children’s Day, will remain the same as the other national public holidays". The Vanuatu Government also posted on social media that "It would appear there are still some confusions about the recent changes to the Public Holidays Act. Please note that the recent amendments passed by Parliament only apply to provincial holidays and those that fall on weekends. All other public holidays remain as they are. Hence, 24th July – Children’s Day – remains a national holiday in Vanuatu.". And, last March, Vanuatu's Prime Minister's Office (PMO) had announced that, as part of its 100-day plan, one of its priorities would be to reduce the number of annual public holidays to improve the public sector's efficiency, as well as reviewing the issue of what happens when a public holiday fall on a weekend. Paraguay Executive Public Holidays Legislation Progresses Portal Paraguayo de Noticias (PPN) The Committee on Legislation, Codification, Justice, and Labor, of Paraguay's National Congress, chaired by Senator Derlis Maidana, held a joint meeting with the Committees on Tourism and Culture and Education, chaired by Senators Norma Aquino and Hermelinda Alvarenga, respectively, to analyze bills related to national holidays, including the one proposed by Paraguay's Interior Minister, Enrique Riera, late last month. The majority of the Committee members recommended approval, without modifications, of the bill submitted by the Executive Branch. The bill proposes the introduction of June 20th as a new public holiday for the Day of the Oath of the Constitution, as date that will potentially be a movable holiday. In addition, the bill would authorize the Executive Branch to establish, by decree, up to three additional holidays annually, in order to promote tourism and economic activity. The aforementioned bill would give legal authority to the president to declare up to three non-permanent holidays per year, in special situations such as sporting events, historical anniversaries, or to promote domestic tourism and national trade, if both houses of Congress approve it. The Ley 1723 del 29 de junio de 2001 (Que Autoriza Al Poder Ejecutivo A Trasladar Los Feriados Nacionales Al Dia Lunes) gives the president of Paraguay the authority to move any, or all, mid-week public holidays to a nearby Monday (except New Year, Independence Day, día de La Virgen de Caacupé, Maundy Thursday and Good Friday).
