    The Cabinet of Antigua and Barbuda has confirmed the ratification of the National Day of Prayer as a full public holiday, to be observed annually on the second Thursday of September.

    Recall that, last year, the Cabinet of Antigua and Barbuda had announced a half-day National Day of Prayer public holiday on September 12, 2024 ("businesses, banks, shops, and public offices will close at 12 noon on this day and private companies that stay open beyond that will be required to pay staff accompanying holiday pay").

    And, back in 2008, the then Prime Minister, Baldwin Spencer, had similarly announced cabinet's approval of a recommendation making Monday, September 1, 2008, a one-off, half day national public holiday to be observed as a Day Of Prayer And Fasting by the entire nation.

    The Government of India's state of Punjab has declared Monday, September 1st, 2025, as a reserve holiday for all government offices on account of the 531st Prakash Parv of Baba Shri Chand Ji Maharaj, the eldest son of Sri Guru Nanak Dev Ji.

    The aforementioned announcement thus amends the terms of last December's Government vide Notification No. 06/01/2024-2PP3/677, issued by the Government of Punjab, and containing the annual list of public holidays and restricted holidays for the calendar year 2025 in Punjab.

    Bahrain's Crown Prince and Prime Minister, Prince Salman bin Hamad Al Khalifa, has issued a circular announcing the date of the upcoming public holiday for Prophet Muhammad’s Birthday for the year 1447 AH.

    As per the aforementioned statement, "in celebration of this occasion, all ministries, government authorities, and public institutions in the Kingdom will be closed on Thursday, 12th Rabi’ al-Awwal 1447 AH, corresponding to 4 September 2025".

    Recall that weekends in Bahrain have been observed on Friday-Saturday, since September 2006.

    The Central Bank of Egypt (CBE) has announced a bank holidays on account of the upcoming Moulid El-Nabi (Prophet Muhammad's Birthday).

    As per the aforementioned announcement, "all banks will be closed on Thursday, 4 September, in observance of Moulid El-Nabi, with work resuming on Sunday, 7 September".

    Gabon's ministre du Travail, du Plein Emploi et du Dialogue Social, Patrick Barbera Isaac, has issued a communique declaring Saturday, August 30, 2024, as a public holiday in the Gabon, on account of the upcoming Journée de La Libération.

    The aforementioned communique states that "Le ministre informe les employeurs, les travailleurs et l’ensemble de la population gabonaise que la journée du 30 août 2025 est officiellement déclarée fériée, chômée et payée".

    Recall that, last year, Gabon's then ministre du Travail et de la lutte contre le chômage, Adrien Nguema Mba, had issued a communique declaring Friday, August 30, 2024, as a public holiday in the Gabon, on account of the upcoming Journée de La Libération, in line with the décret n°0096/PR/MCJSA du 15 février 2024, instituant la journée nationale de Libération.

    The new August 30 public holiday had initially been announced in February 2024, when Gabon's Comité pour la transition et la restauration des institutions (CTRI), issued a decree declaring August 30th a new annual public holiday to commemorate the Journée nationale de la libération.

    And it was enshrined as an annual public holiday in Gabon's resent constitution promulgated by the ruling military junta in the autumn of 2024.

    The President of Argentina, Javier Milei, has signed the Decreto 614/2025 (Feriados Nacionales Trasladables) which implements new criteria for moving national holidays, allowing already movable public holidays that fall on Saturdays or Sundays, to be moved to the preceding Friday or the following Monday, thus filling a legal gap in Law 27,399, which regulates national holidays but does not specify what to do in cases when movable public holidays fall on weekends.

    As per the aforementioned decree, "It is established that national holidays that are transferable in accordance with the provisions of Article 1 of Law No. 27,399, whose dates coincide with a Saturday or Sunday, may be transferred to the immediately following Monday or to the last immediately preceding Friday, as determined by the Implementing Authority.".

    The Chief of the Cabinet of Ministers will be the implementing authority for this law, including the decision to postpone or not each of the holidays affected by the measure, and on what date to reschedule them.

  • Costa Rica Clarifies Rules For August 31 Public Holiday

    Costa Rica's Ministry of Labor and Social Security (MTSS) has issued a communique recalling that Sunday, August 31, 2025, is a non-mandatory paid public holiday, in commemoration of the Day of the Black Person and Afro-Costa Rican Culture, and that it will remain observed on its set date of August 31.

    In September 2021, the Costa Rican Legislative Assembly passed Bill 20989 which declared August 31, as a new Costa Rican annual public holiday to to mark the Day of the Black Person and Afro-Costa Rican Culture (Día de la Persona Negra y la Cultura Afrocostarricense), becoming in 2022 a new annual non-mandatory pay public holiday in Costa Rica, along with August 2 and December 1.

    However, as a transitory measure, the 2022 and 2023 observances of this new public holiday were moved to the following Sunday, to compensate the fact that, due to the pandemic, many of the 2020-2024 public holidays were moved to adjoin a nearby weekend.

    This was followed by August 31 falling on a Saturday in 2024 and a Sunday in 2025, meaning that the public holiday will become effective in 2026 for the first time.

    As per the aforementioned communique, "La Ministre de la Fonction Publique, du Travail et de l'Emploi a l'honneur de rappeler aux employeurs et employés des secteurs public, parapublic et privé que, conformément aux dispositions de l’ordonnance N°2024-33 du 22 juillet 2024 instituant les fêtes légales, la journée du vendredi 05 septembre 2025, correspondant au lendemain du Maouloud, est déclarée fériée, chômée et payée sur toute l’étendue du territoire national".

    The regional public holidays that will be observed in Ceute in 2026 are; May 27 (Feast of the Sacrifice), August 5 (Our Lady of Africa) and September 2 (Ceuta Day).

    As per Alberto Gaitán, Ceuta's Minister of the Presidency and Government, June 13 (Saint Anthony's Day) and the End of Ramadan will be proposed as the 2 local holidays to be observed by Ceuta as a municipality.

    The end of Ramadan and the Feast of Sacrifice have been regional public holidays in Ceuta since 2022.

    In neighboring Melilla, the Feast of the Sacrifice has been a regional public holiday since 2017, when the feast of Saint Joseph was replaced by Feast of the Sacrifice as a regional public holiday.

    The Iraqi General Secretariat of the Council of Ministers has announced that "Thursday, September 4, 2025, will be a public holiday to mark the Prophet Muhammad’s birthday".

    For its part, though, the Kurdistan Regional Government’s official calendar still lists Friday, September 5, 2025, as the date of Rabi’ al-Awwal 12.

    Recall that, in last November's list of non-working public holidays in Iraq for the calendar year 2025 (عطل البنك المركزي العراقي لعام 2025 إضافة إلى أيام الجمع والسبت), the Central Bank of Iraq had listed a bank holiday marking the Prophet Muhammad’s birthday on September 5, 2025.

    Otherwise, the aforementioned announcement is in line with last spring's amended Law On Official Holidays, which was signed by Iraq's President, Abdullatif Rashid, and established 12 national holidays and 13 additional holidays for minority religious group.

    Recall that, at the beginning of this month, the Government of Madhya Pradesh had declared Wednesday, August 27, 2025, as a public holiday in Bhopal, for all government offices, schools, colleges and educational institutions, on account of Ganesh Chaturthi.

    Today's announcement thus fully amends the terms of the Government vide Notification 357 of last December which specified the annual list of non-working public holidays in India's state of Madhya Pradesh for the calendar year 2025, and in which Ganesh Chaturthi was listed as an optional holiday only.

    The Revenue and Disaster Management Department of the Government of the Indian state of Odisha has declared Friday, August 29, 2025, as an additional public holiday to link-up the August 28 Nuakhai public holiday with the subsequent weekend.

    As per the aforementioned vide notification, "this holiday shall be applicable to, all government offices, revenue and magisterial courts (executive) in the state of Odisha", adding that, in compensation, Saturday, September 13, 2025, will be a regular working day in the offices of the Government of Odisha.

    The aforementioned announcement thus partially amends the terms of the Government vide notification RDM-Reg-Misc-0013-2024-39068/R-D.M, released last November by the same Revenue and Disaster Management Department of the Government of Odisha, and which listed 2025 Odisha public holidays.

    Recall that, last year, the Chief Minister of the Government of Odisha, Mohan Charan Majhi, issued an official notification declaring an additional public holiday for all government offices, magisterial courts, and educational institutions, on Monday, September 9, 2024, due to Nuakhai falling on a Sunday in 2024.

    Paraguay's Chamber of Deputies has approved the proyecto de ley que determina los feriados nacionales de la República del Paraguay, se establecen los feriados móviles y se faculta al poder ejecutivo a instituir otros feriados en situaciones especiales, establishing movable holidays, and empowering the Executive Branch to institute other holidays in special situations.

    The aforementioned bill will be sent to the Executive Branch for promulgation.

    Late last month, the Committee on Culture and Education of Paraguay's National Congress had approved the proyecto de ley que determina los feriados nacionales de la República del Paraguay, establishing movable holidays, and empowering the Executive Branch to institute other holidays in special situations, and the Senate approved it on July 31st.

    The aforementioned bill would give legal authority to the president to declare up to three non-permanent holidays per year, in special situations such as sporting events, historical anniversaries, or to promote domestic tourism and national trade, if both houses of Congress approve it.

    The Ley 1723 del 29 de junio de 2001 (Que Autoriza Al Poder Ejecutivo A Trasladar Los Feriados Nacionales Al Dia Lunes) gives the president of Paraguay the authority to move any, or all, mid-week public holidays to a nearby Monday (except New Year, Independence Day, día de La Virgen de Caacupé, Maundy Thursday and Good Friday).

    Earlier today, Jordanian Prime Minister, Jafar Hassan, announced that the upcoming public holiday for Prophet Mohammad's birthday (Mawlid al-Nabi) would be observed on Thursday, September 4, 2025, and that this suspension of work would apply to "all ministries, government departments, public institutions and bodies, public universities, municipalities, joint service councils the Greater Amman Municipality and government-owned companies".

    As usual, the above may seem to indicate that the announcement does not apply to the private sector.

    However, recall that, back in October 2020, the then spokesperson for the Jordanian Ministry of Labour, Mohammad al-Zyoud, had clarified that "all official and religious holidays in Jordan include both public and private sectors" adding that "According to article 59 of the Labour Law, which clarifies the mechanism for making the employer work on his weekly, religious or public holidays, official communications issued for this purpose include private sector institutions without mentioning them in the communications.". This clarification was reiterated by the Jordanian Ministry of Labour many times, since then, most recently in late May, June, and July 2024.

    Consequently, and as per the aforementioned press release, the celebration of the Prophet's Birthday and the Prophet's Baptism public holidays, would be observed, respectively, on Friday, September 5, 2025 and Thursday, September 11, 2025, throughout the national territory.

    Recall that, last year, Mali's Government has declared Monday, September 23, 2024, the day after the Prophet's Baptism, as a public holiday, as per the aforementioned communique No. 2024-100017/ MTFPDS-SG, signed by the Secrétaire général du ministère, Mamadou Konta.

The employer is therefore not obliged to grant the second day, unless otherwise stipulated in a collective agreement. In practice, banks, as well as multinationals, grant two days of paid leave.

    The Ministry of Internal Affairs and Law of Nepal's Province of Lumbini has declared a public holiday on Sunday, August 24, 2025, to mark the Barka Atwari festival celebrated by the Tharu community, in six districts; Dang, Banke, Bardiya, Kapilvastu, Rupandehi, and West Nawalparasi.

    The Shop, Distributive and Allied Employees' Association (SDA) of Australia's State of New South Wales has launched a petition to declare a new annual Family and Community Day public holiday to be observed in September, and with the stated aim of "promoting the wellbeing and cohesion of our community".

    In August 2017, the then Shadow Minister for Human Services of the NSW Labor Party, Linda Burney, announced that, in the event of a victory by the Labor Party in the 2019 NSW state elections, the government of New South Wales would declare a new non-working public holiday to celebrate the culture, people and heritage of Aboriginal and Torres Strait Islanders, and this was confirmed in June of 2018 when the 2019 election date had been set, by the then Labor Party Opposition Leader of Australia's State of New South Wales, Luke Foley.

    The topic of state-wise public holidays is also being considered in Western Australia, where, over the past couple of months, the WA Government conducted a public consultation on its announced goal of reforming the State’s public holiday schedule, in particular as regards WA's observance dates for the King’s Birthday, Labour Day and WA Day.
