Paraguay's Lower House has passed law 1723/01 (Que Autoriza Al Poder Ejecutivo A Trasladar Los Feriados Nacionales Al Dia Lunes) which gives the President the authority to move certain public holidays to a nearby Monday.
Any such change will need to be announced 6 months before the beginning of the calendar year of the moved public holiday, except in the case of 2001, for which any such announcement of a moved public holiday would need to be announced 15 days after the promulgation of the aforementioned law.
Although the text of the law does not specify the conditions in which this would be done, based on the way other Latin American countries move fixed-date public holidays, we would assume that this applies to mid-week public holidays, and not to week-end public holidays, which would in all likelihood remain on their fixed dates.
The law does, however, specify instances when the move is not allowed; for the public holidays of January 1st, May 15, December 8, and December 25 (as well as the obvious Maundy Thursday and Good Friday public holidays).
