Earlier today, the government, on the recommendation of the lower house of parliament, declared the 26th day of Dalwo (around February 15) as a new annual public holiday to commemorate the victory of mujahidin against the invading Soviet troops eighteen years ago.
After the decision, the Ministry of Works and Social Affairs formally issued a letter to all governmental departments. Sayed Ali Shah Murtazvi, head of the publication department of the ministry, said from now on, the 26th day of Dalwo would be celebrated as public holiday every year.
The impetus for the aforementioned declaration of the 26th day of Dalwo (around February 15) as a new annual public holiday in Afghanistan came the day after last year's observance of the anniversary of the victory of mujahidin against the invading Soviet Union (16-Feb-2006).
This new annual public holiday will occur on dates based on the Afghan solar calendar which was restored as the official calendar of Afghanistan, in 2002 (07-Feb-2002). Note that 2 other new annual public holidays, recently enshrined in the Afghan constitution (07-Jan-2004), Independence Day and Victory Day, are also based on the Afghan solar calendar.
