Barely 2 weeks after the signing of Republic Act 9492, "An Act Rationalizing the Celebration of National Holidays", it was announced that while August's upcoming public holidays would follow the new rules, Bonifacio Day (November 30) and Rizal Day (December 30), would not follow the new rules in 2007 and that both these public holidays would remain on their traditional fixed dates.
Late last month (25-Jul-2007), President Gloria Macapagal-Arroyo (PGMA) signed Republic Act 9492 which amends Section 26, Chapter 7, Book I of Executive Order No. 292 (also known as the Administrative Code), and made the so-called Holiday Economics, or the practice of shifting holiday observances, into official government policy, and mandates that most holidays, except those with religious significance, will be shifted to the nearest Monday. Republic Act 9492 codifies the attempt, earlier this year (19-Jan-2007), to make the occurrence of public holidays more predictable.
