Chile's Parliament is considering an emergency measure that would declare December 13, 2009, the day of the upcoming elections, as a public holiday.
This frantically impulsed bill, originally tabled by Deputy Pablo Lorenzini, is baffling in many respects.
First, December 13, 2009, is a Sunday, already a non-working day in Chile.
Second, the Chilean Parliament spent most of the spring of 2009, arguing about (06-Apr-2009), and finally approving (03-Jun-2009), a bill that moved the 2009 elections from December 11 to December 13, to avoid having to declare a public holiday on election day.
Finally, it would seem that Chilean lawmakers do not fully comprehend the law as it stands, since the "Ley 18.700, Titulo X, Articulo 169" specifies that the dates of elections are automatically full-fledged public holidays, thus obviating the need for further action.
