By a vote of 20 for, and 3 abstentions, Chile's Senate has approved the recent bill that would declare a public holiday on the morning of December 13, 2009.
Under this bill, passed last week by the lower house, and only needing President Bachelet's signature to become law, Chileans will have a public holiday until 2pm on December 13th to go and vote.
Of course, as mentioned when the bill was first introduced (24-Nov-2009), this seems like a futile bill as December 13, 2009, is a Sunday, already a non-working day in Chile, and the Chilean Parliament spent most of the spring of 2009, arguing about (06-Apr-2009), and finally approving (03-Jun-2009), a bill that moved the 2009 elections from December 11 to December 13, to avoid having to declare a public holiday on election day.
In any event, the law as it stands, since the "Ley 18.700, Titulo X, Articulo 169" specifies that the dates of elections are automatically full-fledged public holidays.
