Costa Rica's Parliament has approved Bill 16.330 which would make the July 25 annual public holiday immovable (ie. it would always be observed on July 25).
The bill now needs to be approved by Congress, but this seems more than likely, as the deputy leader of the resistance against this change (17-Jul-2008), Mario Quirós, has now announced he would no longer oppose the motion.
As per the 2005 amendment to Article 148 of Costa Rica's Labour Code, the public holidays of April 11, July 25, August 15, and October 12, are moved to the following Monday, if they fall on a mid-week weekday (17-Mar-2005).
But, since then, the August 15 public holiday was made immovable again (05-Oct-2007), after a previous failed last-minute attempt (10-Aug-2007), now leaving only 2 of the original 4 moving public holidays, April 11, and October 12.
