Yesterday afternoon, Ghana's President, John Evans Atta Mills, announced that a Legislative Instrument will be sent to parliament to create a new, September 21, public holiday honouring Ghana's first President, Osagyefo Dr. Kwame Nkrumah.
This follows last month's call to make September 21, 2009, the 100th anniversary of the birth of Ghana's first president, Kwame Nkrumah, an official public holiday (30-Jan-2009).
Note however that, in 2009, September 21st is expected to either be the date of the End of Ramadan (Eid al-Fitr) public holiday, or a day in lieu public holiday to compensate it occurring on Sunday, September 20.
Last year, when the general elections clashed with the Farmers' Day public holiday (06-Nov-2008), the observance of the public holiday was moved by a full month. The same could happen this year, though it seems hard to imagine which of the 2 public holidays could be moved as the End of Ramadan public holiday is part of a series of Muslim holy dates that can hardly be moved, while on the other hand, September 21, 2009, is the 100th anniversary of the birth of President Nkrumah, and unlikely to be moved either.
We would therefore expect that an additional compensation public holiday might be declared on Tuesday, September 22, 2009.
