Legislators from Mexico's ruling party, the PRI, have presented a legislative proposal to the lower house's standing committee (Comisión Permanente de la Cámara de Diputados) to abrogate the 2006 changes to Article 74 of the Labour Code, which moved some public holidays to the nearest Monday.
These changes, promulgated on January 17, 2006, mandated that the previously fixed dates for the observance of the February 5, March 21, and November 20, public holidays, be henceforth celebrate on the second or third Monday of the corresponding month (17-Jan-2006).
Beatriz Pagés and Héctor Hugo Olivares, the sponsors of the aforementioned bill, which must pass in front of the Comisión de Trabajo de la Cámara de Diputados, claim that the expected increase in internal tourism did not materialize in a manner significant enough to offset the distortion of these public holidays' significance caused by not observing them on their historical date.
In 2007, a similar proposal was made (14-Mar-2007), but it never progressed beyond the committee stage.
