Earlier today, Philippines President Gloria Macapagal-Arroyo (PGMA) issued Proclamation 1841 declaring 10 regular public holidays, four special non-working public holidays and one special public holiday for the calendar year 2010.
Announcing the details of the proclamation to the media, Executive Secretary Eduardo Ermita, commented on the earliness of this announcement ("Early enough we're coming with it"), as compared to 2009 whose list of public holidays were announced after the year began (07-Jan-2009).
The announced 2010 public holidays are the usual mix of different rules from different earlier proclamations, some contradicting each other.
Most of the non-religious public holidays are moved to the adjacent Monday as per the 2007, Republic Act 9492, "An Act Rationalizing the Celebration of National Holidays" (25-Jul-2007 and 09-Aug-2007). However, May 1st was not moved to an adjacent Monday, an exception that began informally a few years ago (24-Apr-2007).
Despite the recent passage of House Bill 5408 (20-Jun-2009) to change the commemoration date of the Rizal Day public holiday from December 30 (the date when he was executed) to June 19 (his birthday), the date announced for 2010 in Proclamation 1841is based on December 30 (as per Republic Act 9492).
The aforementioned proclamation also includes a school holiday on the Monday adjacent to the February 25 anniversary of the 1986 people power revolution (EDSA 1), as was done last year by virtue of Proclamation 1728 (19-Feb-2009).
The proclamation does not specify dates for the Eid'l Fitr and Eid'l Adha Muslim holidays, but does make it clear that these will be observed as national public holidays (05-Apr-2009).
Finally, the status of July 27 as an annual working public holiday was confirmed (07-Jul-2009).
