The bill fixing the date of the Juan Santamaria Day public holiday to April 11, regardless of the weekday on which it falls, has passed its second reading in front of the Plenario Legislativo.
This legislation is the latest step in the legislative unraveling of the Abel Pacheco administration 2005 law (17-Mar-2005), amending the 1996 law (17-Jul-1996), and which specified that 4 public holidays would move from mid-week to the following Monday (April 11, July 25, August 15, and October 12).
The August 15 public holiday was made immovable again three years ago (05-Oct-2007), after a previous failed last-minute attempt (10-Aug-2007).
Then, last year (26-Jun-2009), Costa Rica's Legislative Assembly Third Plenary Commission ratified a bill which fixed the date of the observance of the Guanacaste Annexation public holiday to July 25, regardless of the weekday on which July 25 occurs.
This latest change means that of the 4 public holidays covered by the Abel Pacheco administration 2005 law, only October 12 remains as a variable date public holiday.
