The government of the Philippines has issued Proclamation 84, signed by President Aquino, listing the special and regular public holidays in the Philippines for the calendar year 2011.
An announcement of the list of 2011 Philippines public holidays had been promised for weeks (13-Nov-2010 and 29-Nov-2010), being many months behind previous announcements, such as the one of 2010 public holidays in the Philippines (22-Jul-2009).
Although the aforementioned Proclamation 84 makes copious reference to Republic Act 9492 (25-Jul-2007), in fact it represents a de facto reversal of most, if not all, of the "holidays economics" provisions of Republic Act 9492, "An Act Rationalizing the Celebration of National Holidays".
Holidays Economics was the brainchild of former President Arroyo, and since his election (17-Jun-2010), current President Benigo Aquino has announced that he would declare each public holiday on a case-by-case basis (12-Jul-2010). As such, some of the previously gazetted public holidays were canceled (11-Aug-2010) while others remained in place (11-Nov-2010 and 13-Aug-2010), albeit after a period of uncertainty (12-Aug-2010).
As per Proclamation 84, the National Commission on Muslim Filipinos (NCMF) will determine the dates of the Islamic holidays Eid’l Fitr and Eidul Adha. In the early 2000's, the Philippines used to announce Muslim public holidays dates in line with south-east Asian practices (11-Nov-2003), however, recently, the Philippines has been following the Saudi Umm al Qura calendar for the past couple of years (05-Apr-2009 and 10-Nov-2010).
