The Russia Duma (legislature) has recently passed in its second reading a bill establishing February 15 as a new red-letter date (non-working public holiday) in the Russian calendar.
The new proposed public holiday, to be named "Day of memory for the Russians who performed their line of duty beyond the boundaries of their Fatherland", would coincide with the anniversary date of the Soviet withdrawal from Afghanistan.
In its report, TASS seems quite confident that the bill will be signed into law by the President.
However we are much more skeptical, as every year there are a number of bills purporting to change public holidays legislation, most of it coming to nought (25-Dec-2009, 22-Apr-2009, and 16-Nov-2008, ). Even in cases when changes to the Russian public holidays legislation were implemented, the time frame between the initial proposal, its approval and finally its actual implementation can be quite lengthy (28-Oct-2004, 23-Nov-2004, 16-Dec-2004, 24-Dec-2004, and 30-Dec-2004).
