From local reports, it appears that the date of Tuesday, August 30, 2011, for the upcoming Eid al-Fitr (End of Ramadan) public holiday in Libya, may remain unchanged despite the turning tide of the current civil war.
The date of Tuesday, August 30, 2011, for the upcoming Eid al-Fitr public holiday had been forecast, as in the past (08-Sep-2010), by the Libyan Center for Remote Sensing and Space Science (LCRSSS).
The dates announced by the LCRSSS have often been the very earliest of the Muslim world (08-Sep-2010, 26-Sep-2008, 11-Oct-2007, and 20-Oct-2006) possibly due to Col Muammar Qaddafi's desire to be "the first to celebate the Eid al-Fitr". As the Qaddafi regime is outsed it is likely that the LCRSSS method of calculating Muslim months will be abandonned in future years.
For the 2011 End of Ramadan, the LCRSSS method is similar to most other countries, but for the upcoming Eid al-Adha in November, the New Moon will occur between moonset and midnight which means that the LCRSSS date for the upcoming Eid al-Adha would be a day (or two) earlier than in the rest of the Muslim world.
Note that tomorrow, September 30, is also a government holiday for the "Libyan-Italian Friendship Day" public sector holiday decreed by Col Qaddafi a few years ago (02-Sep-2008). That public holiday is likely to be abandonned by the new government of Libya in the coming years.
