Philippines Bill Would Devolve Regional Public Holidays

The Congress of the Philippines is to consider a bill which would devolve the declaration of local public holidays to the concerned local municipal councils, so that "Congress can instead concentrate on measures of national concern".

Under the aforementioned House Bill 3796, authored by Representatives Mariano Michael Velarde Jr. and William Irwin Tieng, and to be named the "Local Holidays Act of 2010" [sic], local councils would declare special holidays in their respective localities to commemorate significant historical events and to honor local heroes, subject to guidelines provided under this Act and upon prior consultation with the National Historical Commission of the Philippines (NHCP) and the Department of Labor and Employment (Dole).

Currently, the local public holiday of the smallest and remotest locality necessitates a Presidential Proclamation, of which there are often as many as 3 or 4 in a given week.
