A draft bill has been introduced to the State Duma (Russia's Parliament) to give local authorities the constitutional power to introduce official religious and ethnic non-working public holidays.
The aforementioned legislation was introduced following last week's ruling (22-Sep-2011) by the Russian Supreme Court that the 1992 law establishing non-working public holidays in the Republic of Bashkiria for the Eid al-Adha and the Eid ul-Fitr was unconstitutional.
The declaration of regional, religious or ethnic, public holidays had been common in Russia's seven Caucasus regions with a majority Muslim population (12-Nov-2010 and 25-Nov-2009) as well as in the republics of Kalmykia, Tuva and Buryatia, whose population is in the majority Buddhist (01-Feb-2011).
On the topic of regional public holidays in Russia's Caucasus republics, Wednesday, October 5, 2011, has been declared a public holiday in Russia's Republic of Chechnya to celebrate the birthday of Chechen president Ramzon Kadyrov.
