Taiwan's Council of Labor Affairs (CLA) and Central Personnel Administration (CPA) are at odds concerning the recently-announced January 2 and 3, 2012, one-off public holidays.
In late September (29-Sep-2011), Taiwan's Central Personnel Administration (CPA) had published its list of 2012 public holidays, subdivided into: Weekends, Statutory and general national holidays, Particular Parties' Days, and Makeup holidays.
That list did not include a day in lieu public holiday on January 2, 2012, despite ongoing hearings (13-Dec-2010 and 22-May-2010) in Taiwan's Legislative Yuan's Judiciary, Organic Laws and Statutes Committee, proposing that national public holidays which fall on a weekend should be compensated by a Friday or Monday additional public holiday.
However, earlier this month (14-Dec-2011), Taiwan's Council of Labor Affairs (CLA) announced an additional non-working public holiday on Tuesday, January 2, 2012, to commemorate the 100th anniversary of the foundation of the Republic of China. In addition, a public sector holiday and bank and financial sector holiday was declared on Tuesday, January 3, 2012, for all public offices, financial institutions and stock markets.
