Costa Rica's Minister of Labour has confirmed that the upcoming August 15 non-working public holiday for Mothers' Day was an official non-working public holiday, as per the amended public holidays legislation of Costa Rica and that its observance would not and could not be moved to another date.

The Costa Rican Mothers' Day non-working public holiday, on August 15, was covered by the Abel Pacheco administration 2005 law (17-Mar-2005) which specified that 4 public holidays would move from mid-week to the following Monday (April 11, July 25, August 15, and October 12).

However, after a failed last-minute attempt (10-Aug-2007), Costa Rica's deputies finally passed Law 8604 of 17 September 2007 which amended article 148, paragraph two of the Labor Code, Law 2 of 26 August 1943 and its amendments to, in effect, removes August 15 from the list of 4 public holidays that are moved to the following Monday, when they fall on a mid-week weekday.
