Today, on its 31st anniversary, the Metropolitan Manila Development Authority's (MMDA) gift to the public was a Huli Holiday where there were no traffic citations and a one-day suspension of the Unified Vehicular Volume Reduction Program (UVVRP).
In effect this means that traffic rules and alternating driving into the city allowances were not enforced on that day ("huli" means to catch, or apprehend). This was done "to give motorists a chance to reflect on what compels them to obey traffic rules".
At the end of the day, MMDA Chairman Bayani Fernando, announced that he planned to make this a yearly event, meaning that November 7th, every year, in Manila, but also most other large cities, could be a day of increased traffic difficulties.
